It was a retcon. But all these characters showed up when the eye was already planned. Hinata. Kinshiki. Momoshiki. Kaguya.

They all have Byakugan + Ootsutsuki Chakra, so they should all logically hace Tenseigan.

Hamura had two off springs. His own Ototsuki Clan and the Hyuuga Clan. So actually the only one who should have that Kind of ability is Hinata since she was given Hamura's chakra.
