How is Hody stronger? because he was introduced later and fought a progressed Luffy? People use this argument all the time with neglecting the fact characters have to seem stronger once the lead powers up as well. That doesn't mean they could beat an earlier villain. Croc got beat by pre-skip Luffy yet he could beat Moriah. It's not just OP either Zabuza lost to Kakashi but Zabuza could have beaten some of the Akatsuki.
Back to my point though how is Hody stronger than Arlong? In the flashbacks Arlong was stronger, the only way/reason Hody would be stronger is he had more time to develop, which is an unfair comparison. If you took Arlong and Hody at the same point in time Arlong would be stronger.
Arlong very well could've become stronger than Hody at this point in time if Luffy didn't stop him in East Blue, Maybe he even did after that and Hody also used a lot of fake power which costed him his youth.
But still, you can't say that Arlong is stronger than Hody. Only if Arlong makes a comeback we can be able to judge that.

Everyone remembers Zoro cutting Hody, but no one remembers him swimming back up to them and locking them into a cage because Zoro was out of breath.
Do you think that in a fight against a drugged up hody that is much stronger Zoro has a greater lung capacity all of a sudden ? Or let's give Zoro a bubble, he would be a sitting duck, he doesn't have Shirahoshi or her brother to move him around in the water like Luffy had.
Like I said, Luffy wasn't able to beat Hody in the water either. Why would Zoro be able to according to you.
