Sasuke must have did some crimes but he also did manygood deed,-
1. Killed Orochimaru
2. Killed Deidara.
2. Killed Itachi, (he was an S-Rank criminal in peoples mind)
3. Helped to stop the Edo -Tensai which also saved many people including the kages.

LOL @ people saying that Sasuke is going to jail haha. Is there any Jail that can keep Sasuke locked down? If the fight comes Sasuke will die or he will be missing and Kishi makes another arc where Sasuke comes back after '10' years and he fights Naruto as Hokage.

Even though I feel that till this point in the manga he only killed 'bad' guys, he is still seen as a criminal in the manga. And not to forget that Sasuke's intentions are to kill Konoha so if he tries to do that, that will make him the most wanted criminal ever.

he is missing-nin

has attacked innocent kage

killed danzou, a hokage!
