Also, Sasuke attacked a meeting of delegates; not something one takes likely. He (attempted to) kidnap B. He joined a terrorist organization. He left his village as a rogue ninja, which is basically intelligence theft.

Danzo was Hokage candidate and he killed him, it doesn't matter if the other kages didn't like him, he was very important. He is also part of akatsuki, tried to kidnap a jinchuuriki, and attacked the five kages, they all sound like crimes to me :shrug:
