The first one is basically a Kenjutsu support move. You move forward using a fast steam of water and slice your opponent. Doesn't need handseals or a water source, but it doesn't do much else either. It's an ok technique. Not much else here.
Pros:
-No water source or handseals
-Aids Kenjutsu users in getting close to ranged opponents
Cons:
-Doesn't really do any damage by itself, so it shouldn't be called an offensive Jutsu

Oh god... I think there is a D rank tech that does more than this. It's a water whip from your mouth. Like an extending tongue. I won't bother mentioning its lack of need for handseals or a water source in the pros section. It sucks, don't use it.
Pros:
-There are no pros, it sucks ass, don't use it.
Cons:
-It is literally a D rank technique from the mouth

This is a great technique. It has speed, power, and counter power. It is also very hard to avoid. You make rain. Except each of those rain droplets is a bullet. If the water clone technique that shoots water bullets is a great technique, this is a godly one. For C rank, it is great. Though it's arm swing use might not be great, the standard usage of a rain type
projectile is great.
Pros:
-No water source or handseals
-Incredibly powerful
-Difficult to dodge.
Cons:
-...... It costs chakra. I guess.

Aight that's good. Remember than in the second and first techniques, the opponent can channel lightning from their body through the whip or at the water under your feet to electrocute you.

Aaaaand, we're done with C-ranks.

(Suiton: Hahonryuu) - Water Style: Destruction Torrent
Rank: B
Type: Offense/Defence
Range: Short/Mid
Chakra Cost: 20
Damage Points: 40
Description: After waving the Boar β†’ Dog β†’ Ram hand seals, a water vortex created in the palm of the user’s hand that can then be blasted forward creating a spiraling wall of water which can then be used to attack or defend.
Note: No water source required

(Suiton: Suiryuudan no Jutsu) - Water Style: Water Dragon Bullet Technique
Rank: B-S-Rank
Type: Offense
Range: Short/Long
Chakra Cost: 20-40
Damage Points: 40-80
Description: After performing a long series of hand seals Ox β†’ Monkey β†’ Hare β†’ Rat β†’ Boar β†’ Bird β†’ Ox β†’ Horse β†’ Bird β†’ Rat β†’ Tiger β†’ Dog β†’ Tiger β†’ Snake β†’ Ox β†’ Ram β†’ Snake β†’ Boar β†’ Ram β†’ Rat β†’ Yang Water β†’ Monkey β†’ Bird β†’ Dragon β†’ Bird β†’ Ox β†’ Horse β†’ Ram β†’ Tiger β†’ Snake β†’ Rat β†’ Monkey β†’ Hare β†’ Boar β†’ Dragon β†’ Ram β†’ Rat β†’ Ox β†’ Monkey β†’ Bird β†’ Yang Water β†’ Rat β†’ Boar β†’ Bird the user then shapes a large amount of water into a giant, powerful dragon, which hits the opponent with formidable might, dealing physical damage. The ideal place to use it is near a body of water, but if the user's skill allows it, it is possible to use it even in a place where there is none. The amount of water used will be in proportion with the user's skill as well as its power which can vary. Ninjas with a primary water specialty will be able to produce up to an S-Rank technique; ninjas with a secondary water specialty will be able to produce up to an A-Rank technique; normal water masters will produce the basic B-Rank technique. Tobirama was able to use this technique with a single hand seal showing testiment to his skill in water ninjutsu.
Note: Requires a water source to use.

(Suiton: SuiryΕ«ben) - Water Style: Water Dragon Whip
Rank: B
Type: Offense
Range: Short/Long
Chakra Cost: 20
Damage Points: 40
Description: After performing the Tiger hand seal the user creates an orb of water from which several sharp whips of water emerge. Those whips can then be directed towards one or multiple targets, impaling them on impact.

Yuyyy!
As for the first technique is a better hand of waves. It is far more deadly, is technically a defensive Jutsu therefore it can defend against S rank fire moves if used in its defensive way. It can also be used as a powerful projectile wall of water. Its only disadvantage is it needs handseals.
Pros:
-No water source
-Has official defensive typing, giving it high usage value
-Is also a hard to dodge wall of water
Cons:
-Needs handseals

Now... This Jutsu doesn't need much explanation. You can make a giant dragon kill somebody using water. Does it need Handseals? Yes. Water source? Yes. Do we care? **** No! Dragons are awesome, especially when they wreck your enemy. Hell, this is why 50% of players use water as their primary specialty!
Pros:
-All of the pros
Cons:
-If I wrote something bad here (Non-Existant) God would strike me down where I stand.

More dragon themed stuff! You stab people with multiple whips! Only one handseal and no water source. Really simple, and it's not bad.
Pros:
-Stabbing type
-Fast
-Hard to dodge
-No water source and only a single handseal
Cons:
-Opponent can Nagashi you real easy with this technique.

Whoa, whoa, no. B-rank Water can't defend from S-rank fire. A-rank water=S-rank fire. It's also not a wave of hands like the C-rank jutsu, it's a wall of water that you create using your hands. It surrounds you to act as a shield. \

Pay attention to the second jutsu's requirements, and what specialties you need to use what rank. It's self-explanatory in the description.

The third jutsu also has nothing to do with dragons, aside from the name. It's an orb of water that shoots multiple tendrils that act as whips and can stab through the opponent.

(Suiton: Mizu Kamikiri) - Water Release: Rising Water Slicer
Rank: B
Type: Attack
Range: Short-Mid
Chakra cost: 20
Damage Points: 40
Description: After performing the Tiger hand seal the user creates a fast jet of water running through the ground that is powerful enough to slice through solid rock.

(Suiton: Ja No Kuchi) - Water Release: Water Snakes Mouth
Rank: B
Type: Offensive
Range: Short-Long
Chakra cost: 20
Damage Points: N/A
Description: After performing the required hand seals Monkey β†’ Rat β†’ Tiger β†’ Dragon β†’ Horse β†’ Dragon it then allows the user to generate a spinning column of water which will take the form of a snake with a gaping jaw. This snake can twist and follow its targets and swallow them. After it has swallowed them, it turns into a river that carries the enemy away.

(Suiton: Funshutsu Mizu Kinko) - Water Release: Gushing Water Imprisonment
Rank: B
Type: Supplementary
Range: Short - Mid
Chakra cost: 20
Damage points: N/A
Description: The user creates a flow of gushing water under the opponent which traps them in a sphere of water. The user can perform an attack while the opponent is trapped. This jutsu is similar to Water Prison Technique, though the user doesn't need to keep his arm in the sphere of water.
Note: Technique creates its own water source

The first technique is sort of like the tech where you stomp and shoot a blade of water, except this time you don't stomp. You still need no water source and only one handseal, except due to this being higher rank, it is faster and stronger.
Pros:
-Fast
-One handseal
-No water source
-Slicing type
Cons:
-Not too original, should have just made the original tech dual ranked.

This is a fun tech. You make some handseals to make a heatseeking snake that carries your opponent away. No water source, 5 handseals. It's pretty funny if you send somebody off a cliff using this.
Pros:
-No water source
-Heatseeking
Cons:
-5 handseals
-No damage ):

This technique is a "Look mom! No hands!" Version of water prison. It makes its own water source, and can be used at mid range.
Pros:
-Better water prison
-No water source
-No handseals
-Good range
Cons:
Honestly none

That last one of is one of my favorite jutsu to use. It's beautiful to be used in combos, especially those involving lightning.
(Suiton: Mizurappa) - Water Release: Water Horn
Rank: B
Type: Offensive
Range: Mid
Chakra cost: 20
Damage points: 40
Description: After waving the Dragon β†’ Tiger β†’ Rabbit hand seals, the user creates a big jet of water that is launched from their mouth. This technique works exceptionally well with Lava Release: Quicklime Congealing Technique to help it become like cement.

(Suiton: Haran Banshō) - Water Release: Stormy Blockade
Rank: B
Type: Offensive
Range: Short - Long
Chakra cost: 20
Damage points: N/A
Description: The user will slam their hands against then ground allowing him/her to summon a massive amount of water from the sky, crushing it into the opponent. If needed, the user can cancel the technique in an instant.
Note: The water needs to be summoned at least 10 meters above the opponent to have any real effect.

(Suiton: Mizugakure no jutsu) - Water Release Hidden Amongst Water Technique
Rank: B
Type: Supplementary
Range: Short
Chakra cost: 20
Damage points: N/A
Description: The user will manipulate their chakra and then blend in with a water source to be undetected by the enemy for a short period of time. However Sensory Ninja and Doujutsu users can find the enemy easily within the water source.

I remember the first chapter of Naruto I read, and this jutsu was used. The dude yelled "Water Style: Water Horn Jutsu!" and I was like, "What the ****?". Either way, its a jet of water. Pretty simple, 3 handseals an no source.
Pros:
-No water source
-Large
-Good range
Cons:
-Needs Handseals

Its like food cart crusher, except less warty. Really nothing else to say. It needs no handseals or water source, and it is quite a good technique. I honestly don't see any cons here.
Pros:
-No handseals or water source
-Hard to notice
-Powerful
-Can be combo-ed into other things
Cons:
-If noticed, can be dodged with an okay degree of ease

You hide. Except you can't hide from the people who actually care about knowing where you hide or who you'd actually need to hide from. It sucks. It has no pros, and sucks.
Pros:
-It sucks ass and is basically a static version of the swimming technique
Cons:
-It exists, and reading it makes my brain cells commit suicide.

Remember that a mass of water of that size(Second jutsu) will cast a pretty noticeable shadow, and will carry with it a lot of sound.

Remember that the first is a streaming technique, meaning that you can't do another technique while it's active.

(Suiton: Bakusui Shōha) - Water Release: Exploding Water Colliding Wave
Rank: B
Type: Offensive, Supplementary
Range: Short - Long
Chakra cost: 20
Damage points: 40
Description: The user performs the snake hand seal and creates a large volume of water from their mouth spilling it toward the ground and lifting them up into the air. The user can also ride the wave, allowing him to travel at high speeds and attacking the enemy. The user can create a small ocean worth of water even in barren conditions and can use the water for additional techniques.

(Suiton: Uramiame no Jutsu) - Water Release: Grudge Rain Technique
Rank: B-Rank
Type: Supplementary
Range: Short-Long
Chakra cost: 20 (-50 per turn while trapped in the vortex of waves)
Damage points: N/A
Description: The user will first perform the Dog hand seal and release his chakra into the atmosphere which will then create an accumulation of large storm clouds in the sky, which in turn produces rain. The large amount of rain falling all around can then be turned into a large wave of water which sweeps the enemy off their feet while wrapping around him and binding him in the flow of water around him. While the targets are trapped in the water, their chakra will slowly be drained away. The water vortex can be sustained and controlled for up to two turns as long as the user keeps the dog hand seal made.

( Suiton: SuishinshΕ« ) - Water Release: Water Quaking Pillar
Rank: B
Type: Offensive
Range: Short
Chakra cost: 20
Damage points: 40
Description: The user jumps into the air and then stabs his sword intothe ground, where he causes water to burst up around him and creating a pillar of water to rise up in the air repelling the enemy

I know.

Alright, the first is the ultimate Moses technique they have on the base. You create a, and I quote "Small ocean of water." Not much more to say here. You can ride it, it comes from your mouth, needs only one handseal, and can be used as an offensive water wave. Why is this not S rank.
Pros:
-Ocean's worth of water
-Can be used as a wave attack
-Only one handseal
-From the mouth and no water source needed
-Can be ridden
Cons:
-Once again, It would be a divine crime to speak anything negative about this technique. (Also, if you are wondering, I am not christian or religious)

Just a 100 chakra drain move. Hard to dodge due to rain format. No water source and no handseals. Not much else here.
Pros:
-No handseals or source
-Easy to maintain unless countered
Cons:
-Easily countered
-Can conduct lightning to the user

A pillar of water that does some damage and throws the opponent away. Not much here, just a sword-water move.
Pros:
-No handseals or source
-Supports Ken users
Cons:
-Has little to no actual usage value

Note that a con of the second technique is that while sustaining the vortex, you can't use other jutsu.

For the last one, most people will just attack you while you're in the air.

( Suiton: Seiryūshō ) - Water Release: Azure Dragon Palm
Rank: B

( Suiton: Shizuka Yari ) - Water Release: Droplet Spear
Rank: B

( Suiton: Nagareru no Yari ) - Water Release: Flowing Spear
Rank: B
Type: Offensive
Range: Short-Mid
Chakra cost: 20

The first one is no joke hand of waves, just a lot more powerful. It is short ranged, and has the spiral torrent form. Really nothing to say here.
Pros:
-Powerful
-Useful for countering high ranked fire
-No handseals or source
Cons:
-Only short ranged
-Easy to dodge

One of my favorite techniques. You control little stabby missiles of death made from a tiny orb of water in your hand. You control them, need no handseals or source, and you still have an active hand. GGNR.
Pros:
-OPOPOPOP
-Impossible to dodge practically
Cons
-.....

This is just a slicing version of droplet spear. You have infinite water sword swings from your hand. No handseals no source, no disadvantages.
Pros:
-Hard to dodge
-No source or handseals
-Slicing type
Cons:
-....

It's not of hand of waves either...You launch a spiralling water projectile from your hand.

LOL it's actually not that hard to dodge or counter. An armor or simply launching your own projectiles or streams will work to counter.

Since the blades are attached to your hand, an opponent could stream lightning during the spinning variant to electrocute you.

(Suiton: Gufuu Suika) - Water Style: Typhoon Water Vortex
Rank: A
Type: Attack/Defence
Range: Short-Mid
Chakra cost: 30
Damage Points: 60
Description:The user will create a β€˜Wind Style: Rasengan’ in one hand, and β€˜Water Style: Destruction Torrent’ in the other. By combining them, he will create a tornado of water that can be used to attack or defend. This jutsu can also be used to drown out wind and fire combos
Note: No water source required.
Note: Can only be used with either a clone or an ally

(Suiton: Daibakufu no Jutsu) - Water Release: Great Waterfall Technique
Rank: A
Type: Attack
Range: Short-Long
Chakra cost: 30
Damage Points: 60
Description: After doing the needed hand seals Tiger β†’ Ox β†’ Monkey β†’ Rabbit β†’ Ram β†’ Boar β†’ Ox β†’ Horse β†’ Monkey β†’ Tiger β†’ Dog β†’ Tiger β†’ Snake β†’ Tiger β†’ Ox β†’ Monkey β†’ Rabbit β†’ Bird, the user will form a gigantic vortex of water in the form of a ring in front of him. It will then shoot a gigantic torrent of water that extends water over a large scale, surges upon impact and rises up to several dozen meters high only to collapse down, forming massive waves all around as it does. The effect is such that as its collapsing it resembles a waterfall, hence the name of the technique. In doing so, it resembles a huge wave, with tremendous power that can hollow out the ground. What remains after that technique's utilization is reminiscent of no less than the aftermath of a natural disaster. This is a considerably advanced ninjutsu, and activating this technique requires a fair amount of chakra. The normal use of the technique requires a water source which is manipulated into the technique but some users have shown the ability to use the technique as a water stream exhaled from the mouth and forming more of a gigantic barrage/stream/wave of water rather than the more intricate and complex use of the main application of the technique.
Note: Can be used with a water source or by using one's own chakra to exhale the technique without the need for a water source nearby.

(Suiton: Senkogenma Kujo) – Water Release: Flash Grinding Destruction
Rank: A
Type: Offensive
Range: Short
Chakra cost: 30
Damage point: 60
Description: As his opponent is standing on a source of water, the user will create. four sharks of water. Those sharks will rush at their target, come out and knock the opponent high into the air. breaking several of his bones in the process. Then, as his enemy is in a very vulnerable position, the user can freely attack with swords or other ninja techniques.
Note: Requires a water source.

An awesome water spinny death tornado. No water source, requires a rasengan, and needs no handseals. It can also be used to defend or attack. It also embodies both elemental weaknesses.
Pros:
-No real elemental weaknesses
-No handseals or source
-Spiral form
Cons:
-Must know rasengan

A giant tsunami. It needs like 11 handseals, but who cares? No water source. WTF.
Pros:
-It creates a tsunami for 11 handseals and no water source. GG.
Cons:
-Can be shocked as it comes from your mouth if used with no source.

You make sharks out of water to attack an opponent in a water source. It breaks bones and takes no handseals.
Pros:
-Breaks bones
-No handseals
-4 sharks making it hard to dodge
-Makes enemy prone
Cons:
-Needs a water source

You also must use a partner or a clone.

(Suiton: Kōka Suijin) - Water Release: Hard Whirlpool Water Blade
Rank: A
Type: Attack
Range: Short
Chakra cost: 30
Damage Points: 60
Description: The user makes the water under the enemy explode, launching them into the air. Then the user jumps above the enemy and creates a large whirlpool around his arm, striking the enemy with it and creating a large water explosion.
Note: Water source required.

(Suiton: Mizu no Tatsumaki) - Water Release: Tornado of Water
Rank: A
Type: Attack/Defence/Supplementary
Range: Short-Mid
Chakra cost: 30
Damage Points: 60
Description: After performing the Ram β†’ Horse β†’ Bird the user is able to create a technique that utilizes water to create a spinning water vortex around the user. The water vortex acts both as a barrier and an attack mechanism. The power of the vortex is enough to knock an opponent unconscious.
Note: Requires a nearby water source

(Suiton: Dai Bakusui Shōha) - Water Release: Great Exploding Water Colliding Wave
Rank: A
Type: Offensive,Supplementary
Range: Short - Long
Chakra cost: 30
Damage points: 60
Description: This technique is a stronger version of exploding water colliding wave technique. The user will first perform the ram hand seal and then spits out a large amount of water that covers an entire area, with massive waves that can crush the opponent. The user then forms the water into a giant orb, instead of releasing like weaker version of the technique.

The first one is a water explosion, followed by a whirlpool explosion. Nothing else here. If you land it, it'll kill most anybody. Needs a water source to blow up beneath your opponent.
Pros:
-No handseals
-Micheal Bay
Cons:
-None really, but the pros aren't much either.

A water tornado. It takes 3 handseals and a water source. The mods must have gotten damn lazy when making this jutsu list.
Pros:
-It can defend and attack
-Is a tornado.
Cons:
-Once again, none, but the pros aren't really pros either.

An even bigger version of the already "small ocean" level version of the technique. Requires one handseal still, no watersource, and can do a shit ton of damage. It wrecks house. I mean, at least, maybe even a city....
Pros:
-One handseal
-No water source
-Deadly and hard to dodge AF
-Complete flooding of an entire locale.
Cons:
-Due to its size, you could harm yourself using it.

You can't really harm yourself. By being on top of the waves, you avoid the damage and you're only underwater once it forms into the orb.

(Suiton: Mizu Shishi) - Water Release: Water Beast
Rank: A
Type: Offensive, Supplementary
Range: Short - Long
Chakra cost: 30
Damage points: 60
Description: The user after performing the Dog β†’ Horse β†’ Monkey β†’ Ram and by manipulating a pre-existing water source and transforms it into a giant wolf-like beast. The beast can launch powerful streams of water from its mouth equivilant to B rank, or sweep the area with its claws to let a powerful torrent of water to wash away the enemies.
Note: The Water Beast remains active for three turns

( Suiton: Arekuruu Hayase ) - Water Release: Raging Rapids
Rank: A
Type: Offensive
Range: Short-Mid
Chakra cost: 30
Damage points: 60
Description: Using their skills with Water Release, the user generates a powerful vortex of water around their enemy with a swing of their arm that sends them flying upwards and then dispels it with another hand gesture. (Requires a water source).
Note: Tobirama and Mei terumi can perform this without a water source.

(Suiton: Suidanha) Water Release: Severing Wave
Type: Offensive
Rank: S-rank
Range: Short-Long
Chakra: 40
Damage: 80
Description:
After doing the Tiger hand seal, the user will quickly exhale a very thin stream of pressurized water that will be able to cut even rock. The most noteworthy feature of the technique is how fast the stream is and how sharp it can be. By moving his head, the user can alter the jet's cutting path, creating longer cuts or affecting bigger targets.

Are either of your bios Water specialists?

I'm a Jounin, I can't learn S ranks yet. (Lottery might change that)

First tech is cool. You make a giant water wolf. Needs a water source but at this rank of technique that really isn't a con. It also needs four handseals, but once again; Giant Water Wolf
Pros:
-Giant Water Wolf
-Large and difficult to dodge
-Similar to a Summon
Cons:
-Handseals
-Water source

A flashier water pillar technique. It raises them into the air. THIS? NEEDS? A WATER SOURCE????
Pros:
-None
Cons:
-It sucks ass
