The first one is basically a Kenjutsu support move. You move forward using a fast steam of water and slice your opponent. Doesn't need handseals or a water source, but it doesn't do much else either. It's an ok technique. Not much else here.
Pros:
-No water source or handseals
-Aids Kenjutsu users in getting close to ranged opponents
Cons:
-Doesn't really do any damage by itself, so it shouldn't be called an offensive Jutsu
Oh god... I think there is a D rank tech that does more than this. It's a water whip from your mouth. Like an extending tongue. I won't bother mentioning its lack of need for handseals or a water source in the pros section. It sucks, don't use it.
Pros:
-There are no pros, it sucks ass, don't use it.
Cons:
-It is literally a D rank technique from the mouth
This is a great technique. It has speed, power, and counter power. It is also very hard to avoid. You make rain. Except each of those rain droplets is a bullet. If the water clone technique that shoots water bullets is a great technique, this is a godly one. For C rank, it is great. Though it's arm swing use might not be great, the standard usage of a rain type
projectile is great.
