Intel : Neji has full Intel from shika while hidan has basic Intel on jyuken similar to kidomaru's knowledge prior to his own learning.
Mindset : IC.
IMO , Neji wins low/mid diff.
1)-With perfect chakra control he easily stops anything hidan throws at him from anywhere at anytime , if hidan decides to rush in blindly , this tactic can easily be used and followed up w/kaiten , knocking hidan off balance an giving neji a clear oppenin , air palm can also be quickly used to easily catch hidan off-guard for a similar tactic.
2)-Neji's CQC skills are much better than hidans mixed with his raw natural talent in cqc coupled with his speed and ultimate defense makes hidans mere strikes useless.
3)-Since neji is forced to fight an unconventional opponent (hidan ) he'll be forced to use unconventional means to immobilize him without even straying too far from the basic jyuken formula.
-By this I mean neji would pull a shizune and go for hidans "eyes" , the organs that hidan obviously still needs in order to fight properly.
-How he does this ? Well easily . It should be no argument that neji could easly go for the eyes if he ever chose to , this is the guy that was praised by kakashi/hiruzen and co with having a unprecedented level of acute skill and accuracy to even strike the tenketsu as easily as he could at his age.
So striking eyes are ntn for neji when he has the advantage on his enemy especially with his "blinding" attack speed (pun intended ).
But thats not all , lets not forget that a weakened p1 neji who was injured to the point of collapse was capable of "constantly " releasing chakra from all the chakra points in hiis body.
By doing this neji was able to divert the trajectory of arrows capable of cutting through trees and forrests like grass and even bend those same full grown trees by simply flying by them.
-Hidan comes within this zone of chakra from a healthy war arc neji and his slow attacks and moves are made even more dull by it and neji gets even more time to react to his moves , gainin an even more tremendous advantage atop wat he already has with his superior skill and striking speed.
Hidans unorthodox style with his weapon is easily countered by byakugan and neji's keen reflexes and/or anticipated and blocked with chakra , hidan will never draw blood from the guy who as a genin was dodging rains of kunai by a hairs width without getting so much as a paper-cut and who has a ultimate defense perfect to compensate for wat he can't dodge.
-Also good to note is that neji is already faster than hidan who is ranked at 3.5 in speed , with neji bein ranked at 4.5
, scoring the same taijutsu/speed stats as kakashi and hebi sasuke.
Final Act : Neji easily outmaneuvers hidan who even lazy shikamru was able to fool and was accurate enough to spill kakusu's blood on his blade in the middle of his attack without hidan even knowing.
With neji's superior skill , striking speed , taijutsu , chakra control and visual awareness , aiming to take his eyes without dull hidan having a clue to wat neji's planning would be easy , by using his chakra reaction field to impede hidan in CQC he easily gains the advantage and proceeds use his striking speed aided by the field to attempt to press hidans eyes , while already having a kunai in hand on the off chance hidan tries to react by covering his eyes , neji then re-maneuvers himself into cutting through his knee-caps with the kunai if he tries to block.
Aided by the chakra-reaction field and byakugan , hidan has zero Chances of out-performing neji in a cqc battle with his attacks already being slow by default by his own admission .
