This is VoTE Sasuke who lacked that level of Chakra Control.

This simply releasing Chidori throughout the user's body which Chidori alone takes a toll on Sasuke, so he can't use this frequently enough for the fight to matter and Neji would pick up on the chakra build-up immediately.

Neji also possesses something similar due to his large attack range which can be done much faster than Sasuke can.

This is overthinking it. He never showed the feat before the timeskip, therefore he doesn't have it.

I agree. I'm just saying that if he could, it would take a massive toll on his body as it's releasing Chidori outwards throughout your body and Chidori takes a toll on Sasuke as it is. He can't use it reliably if he could use it at VoTE.

In Close Combat, the Byakugan's enhanced perception isn't going to be as effective in this match-up as Neji is likely not forced to have to react to attacks that originate from multiple different directions. In CQC where both targets are within each other's normal LoS, Sasuke's 3T Sharingan is superior in the idea that it can predict attacks and determine where they'll be in a matter of seconds, enabling Sasuke to react in advance whereas Neji doesn't have that benefit.

Though regardless, if Sasuke attempts to react in advance, the Byakugan's enhanced perception would pick up on it as the Byakugan emits a veil of chakra that enables him to pick up on anything in every direction, so instead of lunging forward at Sasuke, he would pick up on Sasuke's body shifting to another location and react through Kaiten or emitting Chakra throughout his entire body.

In my opinion, it takes Cursed Seal Stage 1 for Sasuke to win this match. Without it, I'd imagine Sasuke would lose. Yes, 3T Sasuke trashed KN0 Naruto, but KN0 Naruto's Taijutsu skill is less refined and he lacks the extra perception that the Byakugan has, so I don't feel that instance is applicable here.

Neji stomps scenario1 low diff. without the byakugan neji is more skill , more experienced and more refined in taijutsu , attacks to the main organs can and will still happen and neji has chakra layer to defend against sasukes combo tactics in taijutsu.

Neji wins scenario2 low diff as explained above.

Neji still beats CM1 Sasuke in taijutsu.
