I think team 2 wins high difficulty. Neji mid-high diffs 2 tomoe Sasuke and Neji can also beat Sakon/Ukon with mid difficulty.
Jiroubo could hold his own against Sakon/Ukon but if he gets taken out early, team 1 would win in that case.
In a 2v2 battle, Chidori is hardly effective and I doubt Sasuke would use it initially in battle considering he's used it as a last resort in all of his battles in Part 1. If anything, Sasuke would get skewered immediately against Neji considering he has no intel on Jyuuken and that would more than likely indicate that Sasuke would engage in CQC which is practically suicide.

So in the 3T VoTE Sasuke vs completely restricted Neji thread you stated that Neji loses with mid-difficulty and then started arguing with KidGamer about further upping how much difficulty Sasuke has with him. So let's assume the consensus was high-end mid-difficulty. Now here, you have 2T Sasuke vs unrestricted Neji, and the only thing he gets here that can kill Neji is base Chidori, which without CM will definitely get repelled by Kaiten, while Neji gets everything. Then comes Sasuke's major disadvantage in speed and reflexes, no precog, while strength is irrelevant since all Neji needs is one hit to end him, which he will definitely land almost immediately seeing as how Sasuke starts with 2T. Even if you gave him 3T, Neji still beats him since he can use all of his abilities.
And get this only Jirobo can use CM... so Sakon can forget about doing anything to him. Can't tell if you overestimated Sasuke or just wanted Neji to own him.
Don't see how this is balanced at all, but whatevs. Team 2 win without a doubt.
Jirobo needed his CM to balance him with Sakon since its 3 Vs 2 and Sakon is the strongest of the 4 meanwhile Sasuke had his boost in stats from his CM2 ritual with Jirobo being the weakest/slowest.

It was stated by Tenten that Neji's ultimate defense is better than Gaara. Sure one might say that Tenten has no right to make this claim but obviously Kishi wanted to convey this. Also feats haven't confirmed rotation being weaker than Gaara's sand. The sheer density of rotation is greater than Gaara's sand anyway. Chidori could barely breach Gaara's sand so it can't get through rotation.
What's the basis of base Sakon standing up to CM2 Jirobo? Him being the strongest from all the 4 does not mean he can match Jirobo with the full power of his curse seal, that would put him almost on Kimimaro's level at base, who was clearly distinguished as stronger than all of the Sound 4. You'd have to prove the gap in power between base Sakon and Jirobo is larger than the boost CM2 gives Jirobo to all his stats and abilities, which can't be true.

3T doesn't help Sasuke at all in dealing with Neji's fighting style. Neji's fighting style effectively counters Sasuke's Sharingan.
Sasuke is fast enough to counter and dodge Neji attacks Sasuke's shuriken jutsu and close range slashes neji up and his katon from close range boils the fool. Chidori > Rotation.
Kishimoto conveyed to the readers that Sasuke would need sufficient enough speed in order to react to Lee's attacks in-spite of whatever advantages the Sharingan gives to the reader and the fact of the matter is, Neji's simply far better than Sasuke is in terms of Speed and Taijutsu and Neji's performances seen within the manga certainly support it. Neji's ability to perform rapid-style Taijutsu along with his superior evasive maneuvers seen against Kidoumaru blows Sasuke's own capabilities out of the water.
Given that, Sasuke's speed won't allow himself to compete with Neji at all and Neji has multiple defensive advantages such as emitting chakra through his body if need be and also possesses an offensive advantage in the form of striking the opening points. We're shown that simply defending against techniques in general can be more convenient than simply evading them and Neji mitigates that by striking the opening points which forces Sasuke to dodge the entire time.
We witnessed how impressive Sasuke's Taijutsu capabilities were in Part 1 and P1 Naruto was still capable of defending against Sasuke's taijutsu despite Naruto having abysmal taijutsu. Sasuke's speed boost that he received through the pill the Sound Four gave him won't enhance his taijutsu in any way and certainly wouldn't provide him the speed necessary to compete with Neji.
As for your other suggestions, Chidori penetrating Kaiten is baseless while being able to initiate Katon at close-range is impossible, especially against a speedy combatant such as Neji.
