Rare is subjective, you can' t quantify it.But clearly 2/5 isn' t rare.
For something to be rare it basically has to be 10.000 out if 1
So that would mean a uchina with a Sharingan is rare

Chakra Chains are a rare KKG within the Uzumaki clan itself, Karins healing factor is unique to her only.
I wouldn't say that that healing thing is unique to Karin only because in early part 1 Naruto was stated to have a similar power because of his heritage, though it was later changed to be his Kurama influence . I think if someone where to bite Naruto they would heal
That's completely different because every uchina we've seen was a main character. Or a picture of the best Warriors they had
Not true Even the fodders had sharingan
I wouldn' t go that far but you' ve got the point, 5 Uzumaki, 2 showed chains. It doesn' t seem rare at all. Is it a coincidence that the 2 that showed chains are the only ones that are possible full Uzumaki?

Sharingan is rare even among the uchiha clan according to kakashi.
The Sharingan was less rare in the Uchiha Clan than chakra chains were in the Uzumaki Clan. Out of an entire village of Uzumaki's, only one; Kushina Uzumaki, had the chakra necessary to control the Kyuubi, while the Hidden Leaf Elders were concerned about the Uchiha being capable of keeping up a civil war with the village.
I doubt the Uchiha would fight a civil war or start a coup without hiding their non-combatants, and considering a clan isn't too big, the Uchiha are probably working with 420-540 members and only about 130 should have Sharingan.
If the Sharingan was as rare as you're arguing, the Uchiha would have struggled to make ends meet during the Warring States Era with so little Sharingan users and would be busy keeping the majority of the Sharingan users at the camp for protection. You're comparison is off. The Uzumaki's chains can be compared to the Kekkei Genkai of the Kaguya Clan in it's rarity.
Kakashi never said that, Sasuke did.
Besides, the Sharingan is more common than made out to be. During the Warring States Era, a load of Uchiha's had the Sharingan. The difference between the Uchiha's then and the ones in the Police Force is that the ones in the Police Force hadn't been in the grime of the shinobi world at large, stopping them from becoming too exposed and awakening their own Sharingan.
The Sharingan occurs in only a handful of Uchiha's, but it's not as rare as the Dead Bone Pulse. If there were 500 Uchiha's, at least 110 should have fully evolved Sharingan given that they don't die before maturing their eyes.
Based on what sources
MS is rare.
Kushina claimed to be the only one with the unique chakra in her clan, while plenty of Uchiha's had Sharingan. The rarity of the Sharingan is not the same as the rarity of Kushina's abilities.
If the Uchiha's Kekkei Genkai was as rare as you're proposing, the Uchiha would have never planned a coup in confidence of a surprise attack working.
