Summonoing should not be limited since Pein summons 4 summons in one battle it should depend on the users amount of summonings and there chakra.How can I use my jutsu i its limited or how can naruot summon his frogs or j-man or orochimaru?I see limiting certain jutsu but come summonings that only a c-rank with the chakra cost varying on the size of the summon the levels dont even say a size for the levels and sennin modes chakra is way to high plus all the attacks cost to much and have to much damage.What about kyubi chakra,one tails to tails,three tails and then four weres the guide to that?your gonna have a whole lotta people using kyubi for who rank only as genin come on I`m wokring my butt of ranking and adding jutsu and these are the rules? there not well thought out or well descriptioned.Only madar realy know what the levels are hes gotta write the rule so everyone can understand them We may have menatly challenged members who are a bit slow how can they understand the rules if regular people cant?The rules must cater to the whole of naruto and the real life population.

and j-man has high chakra while in that mode because his attacks do more damage while in that state so he needs a downside. The summonings, the higer level is the bigger size. Gamabunta is lv4. That frog that j-man summoned when oro invaded is LV3. The frog that j-man sumoned to protect naruto when kisame attacked naruto in that hotel place is LV2 and those little frogs are LV1. The jyuubi chakra stays at one lv because making it more exact would just be too confusing. And i did thik a lot about these rules ok?
And i tihnk i made them pretty exact because ur the only one who seemes to have complained so far and like i sad a million times this is only the first draft. Not the final rules.
