Genocide is never the answer. While Tobirama was wrong to have them live on the outskirts of the village, he was trying to do the right thing by giving them the responsibility of the police department. They should have been able to live wherever they wanted and been given more responsibilities within the village. At least the ones who were qualified and earned it. Hiruzen bears the brunt of the responsibility for this because he knew how Danzo was and let him continue to operate the way he always did even after he tried to kill Hiruzen.
When they were told by Itachi about the coup, Hiruzen should have ordered Danzo not to act under any circumstances or he would lose his post. He should have also asked Itachi to set up a meeting with Hiruzen and the Uchiha clan leaders to see if they could find a peaceful solution to the situation. The coup was wrong but so was the genocide.
