No, Sasuke seems to be able to use a genjutsu as strong as IT as he's the one who can cancel it.
He easily avoids the Resenshurikens and he could easily blitz Naruto with his rinnegan. Not too mention that Sasuke could fly and his PS slashes are faster than Naruto's tbb rasenshuriken.
And as for SamManzo, no this is just saying that the beasts power is not Naruto's power.

5 shadow clones each run in different directions, then each throws 3 homing TBBRS at sasuke. The explosions are far, far larger than sasukes teleport range. Its actually a kinda simple victory until sasuke gets more powerups :/

Naruto is not solely using the tailed beast power. He is using his own chakra combined with theirs so technically speaking his power is equally dependent upon his own natural abilities in conjuncture with the tailed beast power. There naruto power = natural power + tailed beast just like sasuke = natural eyes + foreign.
No KCM and BM, no Kurama's chakra leaking and mixing into his own for large scale clones and Rasangans. Just SM that will deplete him with 3 FRS.
Sasuke without Itachi is reduced to 3T and CS. Definitely stronger than Naruto.

Madara used the beasts as a tool, Naruto works with them.
Sasuke has a dojutsu that lets him read chakra forms & chakra flow of opponents, read his opponents every move even before they know themselves, mimic & memorise ninjutsu, genjutsu, and taijutsu with near-perfect accuracy. He can even control tailed beast with them, a user can have zero skill & still be formidable. When you roll all that in one person its not much different from having a kyubbi sealed in you.
