Katsuyu summoning. The size should burst it and the feedback from the space time jutsu should dispress the water. And If she really want to get down a dirty she can liquidfy and Tsunade can kill him with medical ninjutsu like she did with Orochimaru.
Yes he can absorb chakra, but medical chakra is different in nature.
Not to mention Katsuyu's acid in the water should kill him and his sharks, Tsunade would be fine because she either have immunity, or she'll just tank and regenerate from it.

Tsuande doesn't need chakra to kill him, and a plethora of her chakra is sealed away, she cant get it. He only got to naruto's in part one because naruto was entering the cloak mode.
