So this is your own interpretation of the databook? Yeah, still holds no weight, unless you emailed Kishi himself and he gave you these specific guidelines to follow.
No, it isn't an interpretation; its obvious. Unless you think Kishimoto "overlooked" the fact that he gave Orochimaru and Itachi both 5's in Genjutsu. Or overlooked that Kisame and Tsunade got 5's in the databook for strength.
Disparities exist in the roof tier because stats are not written relative to one another. If they were, everyone except for Kisame would have 0's in strength because relative to Tsunade, everyone's physical strength is not even worth mentioning. Is Tsunade less than twice as physical strong as Itachi?
Databook is just as canon as manga, and if you want to disregard it you'll have to disregard the manga by that very same merit.
Hidan has only a 3.5 in speed in the databook yet kept Kakashi and Asuma (both have 4.5) on their toes when he fought them, constantly overwhelming them and making them go on the defensive.

. Just nailed a guy in the chest only to have him get back up and kick him into a tree. He was obviously not going on the offensive; he was retreating.

. Furthermore, at this point, Kakashi had already gotten kicked into a tree, hit partially by a Futon, had an injured hand from Futon training, not to mention had an inferior weapon.
Those are the only times Kakashi / Asuma clashed with Hidan, and nowhere do I see him "constantly overwhelming them."
Orochimaru also has a 4.5 in speed and was still unable to react to Tsunade and was overwhelmed by her (he had no arms, but that still doesn't affect his speed).

Tsunade caught Orochimaru off guard. He thought her to be out for the count, and she pot-shotted him in that instant. Orochimaru had been dodging Tsunade from the village all the way to the Sannin battlefield without incident.
All of Tsunade's "speed feats" during the Sannin battle are attributable to her opponent being off guard, like when Kabuto literally closed his eyes. They are not attributable to her speed.
This proves the databook is not always the right way to go because the manga has contradicted it too many times to count. Kishi has made it clear that characters are not what they look like on paper (databook) and gives them a more detailed and reliable image of their abilities in the story (manga). It's fine and dandy if you believe the databook as true, but I believe fight and feats I actually see, not numbers graphs.
