High jounin. The ninjas who were Kage level in part1 are all mid-high jounins compared to the current power level. The only exception is probably Itachi, who is low Kage level.

I agree with all the points besides the point about her being the best medical ninja. It is proven that she is the best despite her fear of blood, all of the know of her powers. It even got to a point where the Raikage even came to her for help, it was a filler.

Other than that, I have to agree that she is the worst compared to First to Third. You have to remember that we haven't really seen Minato do anything as Hokage yet besides save the village. If you're putting that in perspective, then shes worst compared to First through Fourth, but if it's only Leadership, then it's First through Third.

1. She knew that Sasuke had fought with Naruto and that things were getting tense. She knew that Orochimaru had his eye on Sasuke. Still she left Sasuke unattended and to make up for that she let 5 GENIN go after him!!!
2. Hiruzen, the man that fought Hashirama, Tobirama, and Orochimaru. Yeah he could do a lot better

1 - Like i said, he left on his own, she can't predict the future. She didn't send 5 genin because she wanted to. She sent 5 genin because the village was severely weakened after Orochimaru's invasion and no more jonin were availuable (manga fact). Why not blame Hiruzen too for not being able to erase the threat by himself then? Its not just the Hokage's job to defend the village you know.

Tobirama's arsenal includes FTG, ET (w/ a suicide jutsu), Shadow Clones, Sensing... Yet, the only thing he used were two average Suiton jutsus and Orochimaru only contributed with a little kenjutsu.

, so no, he didn't fought 100% Hashirama + Tobirama.
Back to the point, he can't touch Deva Path, prevent Preta Path from absorbing his elemental jutsus and more importantly, protect the villagers lives like Tsunade did with Katsuyu.
At least he doesn't have a way that we know of.

Before Pain's invasion, remember what Shikamaru said to Naruto after J-man's death; they were not "kids" anymore to be protected, they would be the ones who protect. Tsunade already stated to having faith on Naruto and he is not a kid anymore to elders.

In a manga that trains soldiers at elementary school ages and we can see 13 year olds doing jobs as bodyguards as light missions; 16-17 years old Naruto with sage mode is an accomplished high level soldier.

Wut? A Hokage's job is to protect the village ( like healing EVERY SINGLE VILLAGER AT THE SAME TIME ) and not to attack the enemy recklessly and dying.

Naruto is a shinobi of Konoha, like Kakashi, the K11, etc. It was his duty to fight. No one forced him. No one. According to your logic every single ninja should run away when someone attacks the village and let the Hokage to do the job.
