Sorry, Hashirama is the worst to me. His idea of obtaining peace was giving away tailed beasts to other nations. Yet the village ended up in a war with those same nations by the time the next Hokage (Tobirama) took control. And another war broke out by the time the 3rd did. That's the single worst decision any Hokage has made so far imo.
Your list about Tsunade doesn't resonate with though I'm sorry. Her decision to not kill Kabuto was done so before she was hokage, so you counting that as a discredit to her ability as a Hokage is reaching.
She was afraid of blood, again, before she was a hokage. Another point that doesn't have anything to do with her abilities as a hokage. And as a hokage, she took care of kakashi, sasuke, Naruto, and more notably Lee who she helped totally recover from what was supposed to be a career ending injury
Letting Jiraiya go was another failed point. Ninja go on dangerous missions all the time. And she did ask him why he needed to go alone, which Jiraiya insisted this was something he needed to do and that getting the info was the important thing, which the mission was a success, and went on to help defeat pain in the long run.
Letting Sasuke leave is a little strange as well. Hiruzen let Oro leave, and Oro ended up attacking the village. Hashirama let Madara leave, and they ended up in a death battle and look what Madara is doing now. Tsunade let Sasuke go, and he.....killed Orochimaru, helped defeat Kabuto, killed Diedara, killed the corrupt Danzo, and is helping in the ninja alliance. Yea big mistake she made.
Your only decent point was Pain destroying the village, even though again, the intel gathered by jiraiya, the mission she allowed, is what lead to his defeat and the village ended up being restored.
