Tsukuyomi is not unique to Itachi

How do you know?`Have you see Madara try to use Tsukuyomi? His Tsukuyomi should actually be better then Itachi, beacause Itachi could use it on 1v1. Madara will use it on the entrire planet!

Also, because Madara named the tech and he was the first users of MS, there is a good chance that he may have been able to use Tsukuyomi( after all, where else could he have come up with the name?).

You're phrasing conjecture; there is no evidence (apart from the name of the plan) that Madara has Tsukuyomi; it's possible he may exercise it via the Jubi, hence he does not possess it in a similar respect to Itachi.​

Danzou didn't declare the technique, KISHI DID.
You clearly don't realize he is everyone in this manga, he creates what he wants and they can do what-ever he wants. If HE says it's Tsukuyomi, then it probably is.
Also, Danzou having MS and knowing Itachi probably knows more about it than you do.
