Neither have shown enough Haki to determine this(Law hasn't even used his except to touch Smoker once), and Zoro only used his to cut Monet's cheek.

smoker did just fine against vergo, he only got hit to save Law's heart

I don't really think this can be answered right now. We have barely seen Zoro use his CoA, and we've only knowingly seen Law use it against Smoker.
