In the Suna Orb that gaara used to block from Deidara during the Kazekage Rescue arc, if you remember, some miniscule explosions from deidara's clay was able to demolish it. Now, take the edo nagato battle. Yasaka Magatama was able to damage a meteor like chibaku tensei, the sand is easily no match for that.
Next, another scenario I've come up with. You say that Gaara will win the battle by trapping itachi/sasuke which is plausible. However, the sand can constantly be cut into pieces and sealed up by the Totsuka Blade. It'd keep gaara at an eternal loop, if he wasn't finished by some genius plan itachi could come up with.
Furthermore, remember the scene where deidara sent out a small bird to ambush gaara? Of course, it was defeated, but what if this had been the kotoamatsukami crow? Then what would gaara's counter be against this?
DrProof said something about close range which I shall admit, is true. Tsukuyomi is a close-mid range technique and cannot get someone from across the field like fanboys state it is. But Itachi is able to speedblitz at high levels and has shown his true speed when he fought on par with KCM Naruto in taijutsu for an instance and speedblitz'd kabuto multiple times.
Concluding, either form of Gaara doesn't really have an answer to Susano'o or MS users, especially Yata Mirror.
I'll write how I think Sasuke can beat Gaara, should you respond. I might add one thing though, Kirin might be the most prep time'd jutsu in the series but for gaara's ultimate potential and for the true extent to his abilities, he needs to prep up an entire field if it isn't already there which is kind of sad considering that he's a good char

Yes, Its an attack that Sasuke has never even attempted to use other than against Itachi, but I digress. Kirin is the the eptimome of requiring prep. No single battle Jutsu requires more prep. This is a non-factor as Sasuke won't last long enough to use said Jutsu.

If your going to quote me, do it correctly. I said "No real long range options". Naruto can throw a Kage Bunshin at someone, but that doesn't mean he has a sound long range motif.
First, War Arc Gaara is weaker than Jin Gaara. The removal of the Shukaku weakend, slowed, and gave him less range over his sand.
