5 Minato (one of the fastest people in NV has FTG, RDS, invented rasengan one of the best offensive techs sealed the Kyuubi)

Naruto and Hashirama are OP as f*ck but not because of their skills
skills =/= hax power

I see what you mean but Naruto's and Hashirama's skills are incredibly too. Hashirama SM skills for example, wow!

But if were talking Hax skills wouldn't MS/EMS/Rinengan be considered one as well? Naruto still was in one sense beaten by Nagato in their battle if it was not the 9 tails transformation Naruto would have been dead so that would mean Naruto would have Hax but then again he does have Bijuu mode now and he is still had a hard time fighting Obito and Madara before the Juubi came about.
So anyone using MS/EMS/Rin would be out as well, but Itachi without his MS was still highly skilled so he could be counted.

My top 5 based on Skill alone

1.) Minato
2.) Itachi
3.) The Jman
4.) Hiruzen
5.) Hanzo & Kakashi

Based on overall skill + Strength

1.) Naruto (Just because he gets buffs, legendary increases, and main character so he is auto moved to the top)
2.) Hashi
3.) Madara
4.) Minato
5.) Obito

1. Itachi- you know the reason why.
2.Hiruzen- knows all jutsus upin Konoha. Also known as "The Professor"
3. Kakashi- became jounin at the age of 12. Also known as "The Copy-Ninja of Konoha"
4. Minato- mastered FTG, created rasengan. Also known as "The Yellow-Flash of Konoha"
5. Shikamaru- has an IQ level of 300!!!
