As sasuke could still "blitz" JJ madara with No use of S/T i believe he is faster because minato with the use of SM and FTG still failed.

Sasuke never blitzed Madara. He saw Sasuke coming from a mile away.

Naruto doesn't need other jutsu like, c-rank wind jutsu for example. It is the same as obito, kamui and a few katon and mokuton nijutsu is all he ever needed. But you can't say he wasn't good at ninjutsu since he has the ability to use all 5 nature transformations
