I believe he said without space/time jutsu. While I am not doubting that sasuke has good foot speed, he is slower than the ones I've listed

Quality over Quantity. If they're all powerful then be it.

I doubt that many techniques can counter TBBRS

Sasuke has better footspeed then minato.

As sasuke could still "blitz" JJ madara with No use of S/T i believe he is faster because minato with the use of SM and FTG still failed.
