What do you mean by this? Should characters who are devil fruit or haki users be counted in the list without taking them into consideration? Or do you mean only characters who can't use devil fruit or haki at all should be listed?
Either this is my list of most powerful characters without using their devil fruits or haki

Garp
Mihawk/Rayleigh
Shanks
Ben Beckman
Not sure about the rest

It's not possible to make top list with characters who don't have haki.
So, I will give it without devil fruits.
1. Gold D. Roger
2. Monkey D. Garp
3. Monkey D. Dragon
4. Shanks / Dracule Mihawk
5. Dracule Mihawk / Shanks
6. Silvers Rayleigh
7. Charlotte Linlin
8. Pre Mera Mera Sabo
9. Jinbei
10. Vista
This is on top of my head, character that don't has any Devil Fruit, ofc some of them could have it, since we never saw their full power.
So, I will give it without devil fruits.

garp and rayleigh have haki so how are they on the list?
Because majority of part2 characters have haki(displayed on panel or not) besides fodders. Unless you want us to make list of part1 level people(like Arlong for example) and eventhen some of them have implied haki, unless you want only people who actually displayed it
Mihawk has haki as well unless you mean a list of people who didn't display haki

Because it's NW now. Majority of people has it. 10th on my list is Vista, Vista if I remember correctly used haki against Akainu. Not sure about Jinbei, Sabo also has haki. Big Mom is a Yonko and NW pirate, she for sure has haki as well. Silvers and Shanks already used haki. Mihawk as long as I remember hasn't used haki, but it would be weird if he as Shanks' rival and strongest shichibukai don't has it. Garp as Vice Admiral also has haki. Roger and Dragon has 0 feats, but just like Mihawk it would be weird if PK and Most wanted man don't have haki.
So, it was pretty hard to make that list above, without just DFs if it's also without haki, than top 10 would be with East Blue Pirates + Baroque Works.

is that so difficult? and not really no, given itd include jinbei and oars jr

I don't see Jozu stronger than Ben Beckman without his DF when even with it, it's already doubtful for me that he is stronger. As Shanks's first mate he should be closer to Marco than Jozu or at most be his equal(when DF is counted). Not to mention i was only counting non-df users

I'm only going to do the non-devil fruits list as we still have no idea who has and doesn't have Haki... Even amongst the Strawhats outside of the monster trio!

haki's rare outside of the new world, hancock's island and admirals/vice admirals. extremely so.
it is not that hard.
plus if the likes of moria and arlong had it, there should be no reason at all why luffy would touch them

Why is Oars Junior at 3 but Oars is nowhere on the list? Hody>>>Arlong. Kumadori>>Arlong. Fukuro>>Arlong.

I don't add Zombies, because they used other people power ... and Arlong>Hody ... give Arlong same drug, he will perform better than Hody ... my opinion. I don't blame you if you not agree. Fukuro&Kumadori ... I change they rank last second... maybe they was better than Arlong.
