Cause we haven't seen a single thing he ever did, its hard to rank a guy that no one knows the slightest thing about. KA may be great but one move alone isn't enough, especially considering we haven't seen its power. Danzo used it, but we dont even know how much of an effect it had since Mifune was already likely to side with Danzo as leader.

Whilst I have no proof for it I honestly believe a fully 8 Gates Guy would be stronger than both Tsunade and Kakashi. But yeah until that's proven, good list. Danzo needs to be on here and maybe Hiruzen not so high up.

And again, ill say it again but explain further;

If they were alive to witness Madara and the 1st war (which its a fact Sarutobi Lived through all 3), then they were alive BEFORE Hashirama created the Leaf village. Fact! Ill break it down again:

Sarutobi lived through all three wars correct?
The leaf village was created after the 1st war (or at the end) correct?
How can He be born in it when the picture literrally shows he was already born and at a good age to begin with?
1+1=2 correct?
Then They werent born in the village! Fact!

Kabuto is not a leaf-born shinobi. Hashirama and Madara were the founders, and therefore not born within the leaf.

we've barely seen anything from him yet he still sealed orochimarus arms. Sasuke had to sneak attack him when he was nearly dead and couldn't fight back properly. enma says that when hiruzen fought oro his ability was miserable compared to his prime and he was one of the people called god of shinobi.

Itachi is better than sasuke thats a given without him sasuke wouldn't have unlocked ms. when they fought itachi was sick and let sasuke win he was dominating him.

Guy is above kakashi because unlke him he isn't a genius and doesn't have a sharingan. Yet he is able to keep up with him and fight him on his level. I think if guy used the 8 gates against kakashi he would win.
