Tobirama or Kisame?

Who do you think is better at Suiton? Tobirama hasn't really shown any great suiton feats so i'm starting to have doubts.

People think just because Kisame used more Justus then Tobirama, that he's better. Tobirama has more chakra than him. Plus he has FTg as well.

Think about it though, Tobirama has had little reason to use Suiton up to now, as it's ineffective against Obito.

Well , you have to bring her up to if we are talking about suiton , i personally think she is the best at it , but , i'm not taking argument on this anymore , I understand Kisame , but Tobirama is overrated in every way ,shape or form .
