That's not racist you nit it's prejudice there is a major difference. Besides it was different when it had to do with the first appointment of Hokage. That first appointment would've set the stage for the requirements of Hokage and if Madara had been given the post it would e become a dictatorial monarchy with Madara alone having rule over everything. Tobirama is a bit harsh but his suspicions were right on the money.

When hashrama wanted to appoint madara, tobirama said he couldnt decide stuff on his own, he had to discuss it first. But he didnt discuss shit when he appointed hiruzen. He felt the need to discuss madara becoming hokage cus hes an uchiha. <- thats how its racist.

hiruzen was about to sacrifice his life for his fellow nin. who wouldn't want to appoint that guy hokage, and im sure that the elders gave it a thumbs up when they found out. and if madara would of stuck around instead of being a cry baby ***** he would have been the third or even the second hokage.

the point is that tobirama just appointed hiruzen without discussing, but when hashirama wanted to make madara hokage, tobirama said hashi couldnt just appoint someone without discussing.

Cus it looked like Madara was gonna cooperate with Hashirama when they just built the village, just until everything in chapter 625 happened. In short, Tobirama caused the Uchiha to become a clan that had to be watched over.

I think the reason is mainly on Madara's shoulders, although Tobirama wasn't really a help in the situation.

After the Senju and Uchiha swore allegiance with one another the Uchiha became the Police force of Konoha, and the Uchiha were fine with it, except for Madara.

He felt the Uchiha were above that, and asked his clan to help him with a new change, but none joined him.

Tobirama from the alliance onwards knew Madara was a casualty to the Leaf's progress and declined the idea of Madara becoming Hokage due to his ego, and issues in general.

Was it wrong for Tobirama to be overly harsh over Madara? Yes.
Was it for the best that he didn't want Madara to be Hokage? Yes.
