1. The term you want is prejudice not racist....Uchiha are the same race, bit a different aspect of it.


2. Incorrect, Tobirams said that the majority decides the Hokage. As such, Hashirama was to be chosen.

3. We don't even know the full circumstances revolving around both that situation, the events before it, and the events following. Considering Tobirama's personality it is unlikely he'd veer from his own set of guidelines.
