I think the reason is mainly on Madara's shoulders, although Tobirama wasn't really a help in the situation.

After the Senju and Uchiha swore allegiance with one another the Uchiha became the Police force of Konoha, and the Uchiha were fine with it, except for Madara.

He felt the Uchiha were above that, and asked his clan to help him with a new change, but none joined him.

Tobirama from the alliance onwards knew Madara was a casualty to the Leaf's progress and declined the idea of Madara becoming Hokage due to his ego, and issues in general.

Was it wrong for Tobirama to be overly harsh over Madara? Yes.
Was it for the best that he didn't want Madara to be Hokage? Yes.

Who're you to say that, so youre saying tobirama discriminated the uchiha, made them move to the outskirts of the village and his students had them slaughtered because they killed tobirama's family? And you're saying you actually read the manga?

I don't feel it's Tobirama's blame for him talking to Hashirama, I mean he was saying the truth. The people needed the Hokage to be someone they could trust, and Hashirama was the one for it and even the Uchiha agreed, since they found out about Madara's "plan" for a new change. Besides Madara shouldn't eavesdrop, that's naughty xD.

The Uchiha do gain abilties like the Sharingan, but not through love but from loss, yes love is the door that opens to the loss, but hatred and other things give power to the Uchiha as well, like in Sasuke's fight against Danzo. (I'll try to find the scan showing the hatred giving him strength)

Tobirama was the realistic one unlike Hashirama who really couldn't handle the darkness of the Leaf, thus the darkness was always handled by Tobirama even through his Hokage time. Hiruzen was like Hashirama as well, he couldn't really handle the darkness and needed someone who had the ideals to handle it, which is what Danzo had to deal with.

Madara was eavesdropping because he knew Tobirama held a grudge against the uchiha.
2. hatred gives power to the sharingan? where did that happen, and what exactly in sasuke vs danzo are you referring to?
3. Hashirama did handle the darkness of the leaf, he was the one fighting madara with killing intent. This situation, and the uchiha massacre both were indirectly Tobirama's fault. There wouldnt have been a darkness side to the leaf if it wasnt for Tobirama

I just remembered that he told Hashirama not to decide who's becoming hokage by himself (when Hashirama wanted to appoint Madara as hokage, chapter 625)

Then when Tobirama was about to die, he made hiruzen hokage just like that.

He wanted Hiruzen to be Hokage as he was the Strongest, Wisest and Best-Suited for the position of Hokage at the time.. Which is why he chose Hiruzen over Kagami. He didn't want Hashirama to chose along because he supported democracy.
