Ahem. Tobirama broke out of an Edo tensei without much restrictions being placed nor Orochimaru going the extra mile and ridding them of their personality.
We can assume that these Kage level shinobi might have the free will enough to oppose it to an extent, like Zabuza or Hanzo. But if they were placed with a different set of seals or kabuto's variation, they wouldn't of been able to break free.
That, and Orochimaru's whole scheme for them this time around was TO revive them at NEAR FULL power. And, obviously they would be hard to control. And we know from the war that the user manipulating the Edo tensei is NOT as good with said shinobi as the shinobi themselves are.
I say this because Orochimaru's plan here was to use Zetsu bodies to control them. Allowing them to be at a much stronger point then they originally would be, under Orochimaru's Edo Tensei. And still be capable of being binded. Obviously Hashirama can't be controlled by. . Well, his own self (cells). So he broke out.
Orochimaru could have went with a stronger seal/wiped their personalities. But that didn't serve him too well as Sasuke had questions and depending on Sasuke's reaction, they might come into use.
What Tobirama RESISTED was a weakened Edo Tensei design; on the User's behalf. Better for the shinobi being revived, not for the user if they are not compliant. If they were under Kabuto's Edo tensei, their personalities would have been drained or movements restricted to only reacting to enemy attacks. He wouldn't of broken out of it.
So, for what you're saying. . Technically is true. If it was let's say, Karin as a sacrifice for Tobirama, Tobirama might have been capable of resisting to a new degree. But, Orochimaru also wasn't using a particularly strong binding seal. As pointed out by Tobirama. If he were to, it would have been a similar result to Part 1 Edo Tensei.
