tobi is another way of saying "ten tails". he said rinnegan was his to begin with. so maybe hes the fragment of rikudo sennin/juubi's will that was evil then sealed away only for madaras rinnegan to release him. indebted to madara, rikudo created a body, and implanted madara's DNA into both himself and a young uzumaki boy (thereby awakenening the potential for rinnegan to form inside him as well) as insurance should he be defeated. that boy is nurtured into darkness (much like sasuke is) and becomes pain, and knowing madara planned rinne tensei to revive him, the man adopts madara's identity and moons eye plan but leaves madara in the mud. adopting a mask (since his face resembles that of madara and shodai due to implanting their DNA into himself to try and revive his original powers) and taking the name of tobi (ten tails), he controls akatsuki from the inside as well as the mizukage. disgusted with the world, he declares war on it and sees potential inside sasuke to surpass not only itachi but nagato as well and plans to synch sasuke to gedo mazo and help him revive his original state (tobi said his goal was being "complete" and he clearly is in a zetsuish body).
he doesnt have his old memories though, due to being a fragment of the whole and thats why he doesnt talk to the bijuus by their names.

none. thats why hes not an eyeless dead guy mentioned by tobi once and then forgotten about. not even madara gave any hint its his brother behind the mask.

Hey. I would like to share my thoughts on who Tobi is, by logic. If you think of the logic itself, you will find out who Tobi is.
1. If you look, you know Tobi everything. Who Juubi is, the moon, all who sag eof six aths is and everything else. Do you know why he knows everything? Because it was he, Tobias (sage of six paths) that did all that.
2. Do you remember that he said he gave Nagato rinnegan? That he had rinnegan when Nagato was small (about the Madara's time). Madara had not rinnegan then, or not izuna> which means that they really can only be removed from the list.
3. He has izanagi. To get it, he must have Senju and Uchiha dna. Izangia is part of 'Banbutsu Sōzō'> Creation of all things. I think he created the Uchiha and Senju.
4. Do you remember that he said that the sage of six paths''dead''and gave his sons their role? Well, I do not think he actually died. What I think, according to the logic is that he was identifying itself as. When he did, he traveled around the ninja world and so the brothers, family, friends fighting because of the war.
After that, he decided to do what he wanted. Do you remember that he would create the ultimate peace on earth? Do you remember the sage of six paths would it? Well, the matter is that Tobias and want it. Tobi.

Updated my theory on who tobi is.
After an extremely long quest from all Naruto fans to figure out Tobi's real identity, i Believe i have Finally confirmed who he is!
Remember, when you predict, do not only predict through the events and facts in the manga, but try to predict through kishi, and try to be him for a min, and see through his eyes, for he is the creator of the Manga after all!
When kishi created the character Tobi, a Masked man famous for his mysterious identity, im sure he realized that pretty soon every one would be wondering "Who" he is, and then he declared that its madara, and yet we still didnt see his face, and lately we found out that he isnt madara!
so far we've only seen part of his face, and it was old and wrinkly - but i believe that was nothing more than a disguise, a distraction from kishi so we wouldnt ever suspect the real truth, in short, i believe every identity or revelations kishi has shown about tobi is nothing more than a distraction to keep the truth hidden!
Kishi knew that we would all be wondering "Who" tobi is, izuna, madara, obito, shisui, kagami, that we would forget to ask the question "What" he is!
because who would be too predictable, and kishi isnt predictable!
So what is tobi? - Tobi is the Jubi! "the ten tailed beast", i always come up with original idears, but unfortunately this idear is not mine, few have said it before me, but i laughed at it, i was mistaken, for even though its not my idear, i have analyzed all the events so far, and found many things that lead to the absolute certainty that tobi is the jubi in one form or another, perhaps his mind, or darkness, or soul, but id rather not specify it.
-the first and greatest evil to walk the narutoverse was Jubi, all chakra, kekkeigenkai, and hate came from him, even the sharingan and the rinnegan!
in every manga, its always the greatest evil that tend to be the final villian!
So6p wanted to bring peace to the world, but he failed, because in the end jubi still won!, so so6p's mission was incomplete and so was the victory over evil "in which case is jubi", so he divided the monster, and shared his own power with his sons, one of his sons inherited jubis hate, one of them so6ps goodness so from then on hate lived on, and so did goodness inside their descendants.
Reasons why tobi is jubi
-at the kage meeting, when tobi saved sasuke and declared the fourth world war - it was the first time we ever heard of jubi, why only then? and why tobi the only one to know, if kishi had not revealed to us the jubi right there and then things would not have made sense
tobi said the jubis chakra was divided into tailed beasts, and his body was sealed in the moon, but didnt say anything about his soul or mind, and then they asked tobi - what is your purpose in collecting the tailed beasts? - tobi replyed, "To be Complete" - we thought he was madara at the time therefore he wanted to fix his damaged body but no!, tobi said he is a Shell from his former self, and wants to be complete , get it? - by gathering all the tailed beasts, he will regain his chakra, and by using gedo mazo and rinnegan he will unseal his body on the moon!! - So im pretty sure we will not see a jinchuuriki tobi but the tentailed beast himself fighting in the end!!, loose upon the world, and the only one who can cast infinite tsukuyoumi is the jubi, only he has ten tomoes of sharingan with rinnegan, not so6p or a jinchuuriki!
tobi said im no one, i dont want to be anyone - thats kinda of a hint, i think behind that mask lies a complete Dark entity, and most likely the black zetsu is part of tobi aka "jubi", that explains why they are so close as if they are one, and he added hashiramas cells to create zetsu because hashirama means so6p, and i think white zetsu is the key to unsealing his body.
notice white zetsu has an eye shaped like a half moon, in acient mythologies thats a symbol for the key to the moon.
tobi is like a dark entity who can walk through space and dimensions, i dont think its the power of sharingan, its jubis power, and he can unmaterialize himself so people can walk through him like space or a dark vakuum, and he can walk through trees, black zetsu has the same exact ability!!
the least i would say, im almost sure tobi is jubi, even their name look alike.
