He didn't just want any sharingan, he could've just killed one if that was the case. Not every uchiha was elite. Itachi had his MS and oro knew the powers that came with them. He could have easily had obito's eye saving it just incase capturing sasuke didn't work. By the time Tobi shows his sharingan oro character is slowly fading out AND oro went out waaaaayyyyyy too easy. Wouldn't it be ironic if Kabuto and Oro turned on each other. Lol. Oh yeah keep in mind, no one else knows Tobi's identity besides Kabuto. Lol... It could happen. (a non uchiha tobi now thats farfetched)

Tobi's Identity Theory
After re-watching the show a few times I have come up with a theory about Tobi's true identity. While it ma seem far-fetched I like to create theories. My theory is that Tobi is actually Naruto's father, yes the Fourth Hokage. He sealed the Nine Tailed Fox inside Naruto when he was just a baby, and like it was mentioned in the manga he never did anything for no reason. He did it to give Naruto the power necessary to one day defeat Tobi. My theory is that Naruto's dad, the 4th Hokage, Minato is in fact Tobi. The nine tailed fox did attack the village but it was just a natural disaster and Minato took this opportunity to make himself disappear so that he could be the one to help Naruto train and get stronger in order to face a bigger threat, either Sasuke or Orochimaru/Kabutomaru. He knows he can't defeat Kabutomaru so he simply wants to pretend he is actually fighting but instead is giving Naruto the tailed beasts. the weapons he will need to defeat a bigger threat. This way the threat that was always present in Naruto will come back (Orochimaru). HE will have control of the beasts just like the first Hokage did. It will once again be like the war at the valley of end if it's Sasuke, if it's Kabutomaru then maybe Sasuke and Naruto will team up and they will reform team 7.
