i say tobi/madara left the village and created the mist village to one day destroy kohona...
he kept his identity secrete (kinda like pein in the rain village)
then he started the akatsuki (undewr cover as tobi) so that he would gain the bijuu and then with the combined force of the mist village, the akatsuki, and the bijuu, he would destroy kohona...
but madara cant control all nine bijuu at by himself, so he got sasuke to join him...
now once he gets all the bijuu he will attack kohona and get his revenge...

Maybe When Madara Was Beaten At His Battle With The 1st Hokage..He Hid Himself Then Became The Mizukage At The Hidden Mist Village..He Made The Legendary Seven Shinobi Swordsman At Their Village..That Group Was Composed Of Members With Legendary Swords..One Is Momochi Zabuza And The Other One Is Kisame..Maybe Madara/Mizukage Has Bonds With Kisame That Made Them Know Each Other..Coming Back..Madara Maybe Created This Group So He Can Have Revenge..Then When Momochi Zabuza Tried To Plot A Assasination For The Mizukage..Kisame Did Not Agree To That Plot And Left The Village Which Made Him The Missing Nin Of The Hidden Mist Village..Maybe On Some Reason That He Has This Great Bond With The Mizukage That He Cannot Attempt To Kill Him..Leaving Zabuza And His Crew To Kill Mizukage..The Mizukage/Madara Left The Hidden Mist Village And Hid Himself Again..Some Sort Like That..XD
