On countless occasions, people have claimed that the reason the Juubi had the 9-tomoe eye was because it was under the control of the Sage. However, it has never been implied that the sage had any eye tech greater than the Rinnegan. Not only that, but there has been no clear-cut connection between the Rinnegan and the 9-tomoe, other than the multiple concentric lines.
The biggest issue here is that Tobi requires the 9-tomoe in order to cast Infinite Tsyukyomi, something he can only acquire by becoming the Juubi Jinchurinki. So what does it mean that Tobi needs the Juubi to upgrade his eyes in such a way? It means that the Juubi is the one who wields that eye and anyone who has complete control of his power can use its influence to cast mass scale genjutsus.
Now I think everyone can agree that the Sage had Rinnegan before becoming the Juubi's host, and I also think we can all agree that its no coincidence that the 9 tomoe bares such a striking resemblance to the modern day Sharingan. Therefore, I'd have to conclude that the coincidental similarities between the 9-tomoe and the rinnegan are just that, coincidence. But the greater connection to be gained from this is that the Juubi is the original wielder of the Sharingan and the Sage was the original wielder of the Rinnegan.
The way I see it, the Juubi had the first Sharingan and the Sage had the first Rinnegan. After being influenced by the Juubi's chakra and doujutsu, the Sage had a permanent change to his DNA and eventually his decendents gained a lesser form of the sharingan with the potential to awaken his Rinnegan. Not to mention, if the sage was the only one with the 9 tomoe, Tobi will have a hard time gaining that power from the Juubi right now, wouldn't he?
To be fair, I have gone back and forth with multiple people on this issue in the past, but I welcome any and all opinions on this topic, good OR bad. Please feel free to speak your mind on this issue, but I personally think that my thoughts on this issue have more backing from the manga than ever before.
