He never failed, he was still alive after all the times he was killed. He can continue his plan if he wants but he changed his will now.

He killed Kazekage who happened to be as strong as Gaara, he won against Hiruzen, he could kill Tsunade if he wanted to and he's definitely stronger than Raikage or the others.
