And he destroyed him completley that time the attack was simply strong enough, but seriously no where does it state that it destroys matter, or is there any theories around it being able too. That part where Buu was "dead" by Goteks is open for interpertation.

If every single Cell in buu was turned into dust he would not be able to regenerate, because he would be a new substance now.
