The fact that you chose the 3rd as the worst Hokage shows that you know nothing.
First, Minato didn't tell anyone to tell anybody that Naruto was the host of the Kyuubi. Are you serious? You're blaming Hiruzen for not spreading the word that Naruto was the jinchuriki for the 9tails? The village already knew he was the host. That's the reason everyone was afraid of him and treated him bad. You think it'd make a difference if the Hokage said anything? Either way he was the host and people knew. Hiruzen wouldn't have been able to change anything.
Second, you still know nothing. Fine, the 3rd Hokage might have been able to overrule the elders' decision, but guess what? That would have led to war. Do you know what that means? Konoha would have fallen into chaos, Uchihas fighting non-Uchihas, then, while the village is falling and growing weak, other villages would invade and it'd result in a full blow Ninja World War in an attempt to overthrow Konoha and rule the Fire Country. This decision had nothing to do with Sarutobi. Even if Minato were in that position, it would have ended the same way. Sarutobi chose the lesser of two evils, though I doubt you'd be able to understand this logic seeing as you don't even understand the other.
Sarutobi isn't on my bad side but I'm not a major fan of him either. I just can't stand the stupidity of your reasoning to chose him as the "worst" Hokage.
If any of them have to be chosen, then it should be the 2nd. We know very little, if anything, about his reign. On top of that he invented the Edo Tensei which, no matter how you look at it, has no positive outcomes/benefits whatsoever. I'm not saying he wasn't a good Hokage, but based on how little we know of him he gets chosen by default.

I agree, Hiruzen would definitely have volunteered to do it. But still, when it comes down to it I don't think Hiruzen would have been able to do it. He's already aged pretty heavily by then (even if this was ~16 years ago) so he might have had chakra issues while trying to seal the resisting Kyuubihere he is going to kyuubi, and if minato would tell him his idea, he would volunteer to do it
