I think they dont know the difference between Hokage and Kage.

Minato IMO, he saved the whole alliance at least twice.

No Nara Shikaku had done more than Tsunade and Raikage.

You overrate him. He's very clever and he was in the right place but basically all he did was work out the Zetsu infestation problem and wait for Naruto to arrive to sort it out.

Tsunade and Raikage made all the preparations for the war including making the affiliations, thinking through battalions, battlefields, HQ, protecting the jinchuuriki and the Daimyo.
