Pretty sure supreme commanders of the alliance is a pretty big deal. I mean the ones who organised the whole alliance and put the war into action. That's like saying Hitler did nothing for WW2, because he just sat behind a desk giving orders.

Nobodies had as much an impact on the war as Tsunade, power isn't everything. And she's done the most work by far.
