The databook only accounted for the power during the before pain invasion. It is not a rating for all time power. It was just a rating for that current time. Is it really that hard to understand?

if both villages had more than 3 shinobi that were powerful then they would have gotten manga time and screen time because those who are said to be powerful have been shown and are being shown...and konoha has more than 3 shinobi that are powerful
to many times have these other villages praise konoha shinobi using words like excellent or splendid or fine or talented to describe konoha shinobi

Konoha not only solos but they would dominate the other villages except for the Rock and Cloud.
If pain attack the same way he attack konoha he would have destroy hidden cloud and walk away with bee. Sasuke was able to enter their village and was not discovered till sasuke left the village, kakuzu and hidan also walked into their village and walked away with yugito. Pain will jiust walk in, take bee and destroy the village without them knowing.
