Even with that said, Konoha Shinobis are more capable. Cloud and Stone shows few Shinobi that would even touch the top 20 list.

If pain attack the same way he attack konoha he would have destroy hidden cloud and walk away with bee. Sasuke was able to enter their village and was not discovered till sasuke left the village, kakuzu and hidan also walked into their village and walked away with yugito.
