I honestly believe Neji should be on the list. He is clearly as good as Kakashi becoming a Jonin at Kakashi's age. Even when Shikamaru didn't become a Jonin.

Tobi or Madara for obvious reasons, however, not so much of Madara, but all of Tobi. Tobi intelligence (or genius) far-extends other as mention above (or other page) which place him as an all-around candidate. Minato might be consider "genius" or have greatest "intelligence," but for one accomplishment, sealing the Kyuubi into Naruto for insurance of the world being destroyed by Tobi, but it is still on-going. Naruto is also the Main character so it kind of obvious his accomplishment would succeed eventually. Itachi would be the same as Minato, however, his accomplishments failed. The only other candidate(s) that can challenge Tobi are Shikaku and/or, maybe Shikamaru.

For other characters that place themselves into categories that fall under greatest Genuis (or intelligent) for a different reason: (Scientist, Battle Expert, etc.)

As for the people that Say Tobi is a genius. Ehh, not really. He manipulated stupid people, how does that make you a genius? I'll give him respect him though, he's good. Real good.
