That jutsu was pretty simple <.<'.... *I begin to focus my Suiton Chakra into my right hand (Since that's my dominant hand), as I've done so, I make the water in the my hand rotate faster and faster untill it looks like a water spiralball. And then I release it aiming for your dummy (Yes I just made you make a dummy O_O)* ._.!

perform the handseals while moulding suiton chakra, then release it into the water your standing in, then manipulate it to form a water dragon ( remember to maintain chakra levels and shape manipulation to stabilise the dragon)
