You can't compare a filler Doujutsu with the strongest power in the series. Naruto defeated Toneri using KCM only, while he needed his stronger modes to compete with Rinnegan users. Tenseigan is a fan service intended for Hyuga fans.

this was already done before, Kidgamer and other debaters agree with common sense that they are around same level , Tenseigan gives you more power and has more powerful feats while Rinnegan gives you more jutsus in you arsenal .

It wasn't retconned we misunderstood it. If you look at the fight it was after Sasuke and Naruto touched Kaguya. She was sealed but it was actually Hogaromo who performed the seal for the Chibaku tensei. In other words Hamura and Hogaromo sealed her Rinne sharingan the source of her power and not Kaguya.

3. I've pretty sure Toneri's TSB's didn't help him against Naruto. Anyway they can just as easily be sucked into a chibaku tensei core and removed from a fight.

2. their absorbation can negate each other in the end.
3. ANd those Chibaku tenseis can easily be cut by goldeen wheel .
4. Rinnegan gravity force can be countered by Tenseigan own and vice verse
5. Rinnegan summons can be countered by Statue.

You can figure counter for each jutsu for every side its pretty clear they are at same level.
