In your first situation the water tech is done after the fact. That's a reaction. If for instance you knew they were gonna do it before they even did it...it's anticipation.
Bee knew he was gonna jump to him all he had to do was wait for him to do it. I.e. he anticipated the jump. He did not react to it after the fact.
Here's another example:
When minato set up for ftglevel 3 obito knew he was going to jump. He punished his jump by cutting his hand off. He even punished him jumping away by sticking a bomb to him.
But when tobirama threw it back at him, or when minato cut his chest open he didn't react. Cuz hey you can't react to instant. But you can anticipate it.
What I claim and what you said I claim is two different things.
Bee didn't know for sure that he was gonna jump to him, there were several seals. So he could have only reacted (even though he did anticipate it) after Minato jumped at him. And like I said, FTG itself is NOT the attack, you cannot stop the person from jumping, just like you cannot stop Tobirama from using spitting out the sution tech from his mouth. So yeah whether you anticipate it or not, what you can do is stop the person from harming you after using FTG, which Obito and Bee have been shown to do because well they anticipated it. And it will still count as ''countering''
