According to the Databooks, Hiruzen was the most powerful Hokage. Minato had the potential to surpass everyone else in history according to Jiraiya, Tsunade and A, but he didn't get to fully realize that potential before his death in his mid-twenties. So yeah, it's Hiruzen as far as Kishimoto is concerned.

Sarutobi is the best because he took on 2 previous kage whiloe fighting oro and he was in old age and was considerably weaker than in prime as stated by many characters including himself sarutobi >first and second

sarutobi was called god of shinobi to not his village but to world of powerful ninja and is the only hokage to make it to retirement.

Sarutobi is likely more powerful than minato although maybe not by far but Kishi did state him to be the strongest kage.

that is why he is the strongest we havent seen a prime saru so stop blabbering and listen to the creator of the Story

My only problem with this logic is that when Madara attacked with Kurama Sarutobi was glad that Minato was there to take them on. Minato was the Hokage and Naruto was an infant.
If Sarutobi was so powerful and everyone wishes that when Orochimaro attacked the village that Sarutobi was ten years younger, then he still wasn't as strong as Minato was and he was getting stronger. They may be equal in their primes but just because Sarutobi fought the 1st and 2nd doesn't mean that they were going all out.

There is a lot of assumptions going on and I just like to go back to the fact that people were scared to death of the 3rd Raikage and flee on sight of Minato.

Sarutobi was a great Kage but I have to respect the God of Shinobi but I love me some Minato. Such a bad Ass!

Well, Hiruzen was in his mid-50s at the time, so not exactly the prime of his life when he was known as the "God of Shinobi". xd

Actually, Anko said that she wished Minato was still alive so that he could take out Oro. That 10 year statement was made by Orochimaru himself, who said that if Hiruzen had been 10 years younger, he could have completely defeated him or dragged out all of his soul.

Sarutobi was a great Kage but I have to respect the God of Shinobi but I love me some Minato. Such a bad Ass!

I personally take solace in the fact that Minato could have become the strongest ninja in history had he had more time to live according to a few powerful ninja.

Minato was suited for fighting the ninetails..

Noone can actually defeat the nine tails.... in 1v1 combat.. that's madness. you'll lose... You defeat the nine tails by seals, genjutsu etc.... Minato was a sealing expert... hiruzen wasn't... But that's not all... Kurama was shooting tailed beast bombs at the village... once again Minato has his space time barrier perfect for the situation...

All in all , minato was the best for fighting kurama... Though they both have nothing that would even scratch kurama, minato had a sht load of sealing jutsu...

When Orochimaru invaded and started fighting Sarutobi Kakashi said even though he was pld sarutobi was the strongest hokage the leaf had had and the strongest kage of that time

minato was just suited to seal kurama back up. hiruzen didnt have the techniques necessary. and yes it means they went all out.

dont see how people can say hiruzen is the strongest wen minato and hashirama took on the nine tails and another opponent ( tobi, madara ) at the same time

hiruzen took on three opponents at once and two were immortal invincible zombies

who cares wat iruka says, hes shown nothing that would give him the number one spot

we havent seen anything from hashirama at all

I mean its commonly known that hashirmaa had friken moukouton, and defeated madara.. his battle left behind the valley of the end ....

meaning there was no bijuudamas or PS mountain slashes. since VOTE is smaller than it should be if there was really mountain busters slicing everything apart.

Characters exaggerate all the time.

yet that logic is conveniantly ignored when it comes to hashirama
