Strongest character without BS powerups?

Who do you think is the strongest character without BS powerups? (NOT COUNTING THE OOTSUTSUKIS)

Example of a legit power-up: Sasuke's MS, Naruto's sage mode

BS power-up: Sasuke's rinnegan, madara becoming the Juubi jin, madara getting the sharrinnegan, Madara stealing sage mode.


100% Obito. He was already a Top 5 with only one of HIS OWN eyes. At his true power with both eyes, he's completely broken and I can't think of anybody stronger.

Every power up is legit. So what if they didn't do much for it, they needed it.
