Strongest character without borrowed powers?

Hiruzen, 5 elements, 5's in Nin/Gen Tai even in his old age, said to be the Strongest of part 1 5 kage in his old weakened state, Hype as history's strongest, hype Strongest hokage, Said to of shown more talent than tobirama even at a young age, Hailed as God of shinobi.

He's definietly strong but again, hes all hype. From the feats he has, he's up there, but definitely not top 3.

Without Kurama, Naruto will have his parent, Jiraiya around him to make him become top class ninja

We're talking about without borrowed powers. EMS sasuke with Itachi's eyes doesn't count. Madara with Hashirama's DNA doesn't count as well.

Naruto could've been very strong without Kurama and his parents being alive, but that's another topic for another day.

We still know what Madara's capable of. We had a few flashbacks that backup his hype.
