Well, I obviously know how your weapon works since it's commonly used in movies and whatnot. Besides the twist of it being made of chakra tree wood instead of the usual bamboo, it basically works the same just altered to cater to the ninja world. When charging chakra into the Fugu, you are able to shoot vaccine needle-sized chakra at the opponent which gain substance as a chosen element (or not) and because of their size, are quite hard to see. Upon an elemental hit onto your opponent, the needle serves to spread onto a very small portion around the targeted area of the victim.

If the opponent steals the Fugu from it's owner, it will grow spikes, which will attach themselves to the thief. Shuriken Shadow Clone Technique can be used on the Fugu to make it act like a machine gun, multiplying one or all of the charged thread needles inside.

#1: Needle Shooting - The Fugu stick allows the user to insert any small thread needle into it and shoot it out, by blowing through the other end, It is shot at a speed significantly greater than a normal needle thrower, but not as fast as any of the materialized needle shooting abilities the Fugu has, which will cost chakra. This attack is not, by itself fatal but can, when used by Dojutsu users or weapon masters, be used to strike fatal/nearly fatal points that will cause great damage. Shooting normal needles do not count as a jutsu towards the jutsu count. Shooting materialized needles only counts as a jutsu if used in a turn different than the turn of materialization. Regardless of the amount of needles shot, it only counts as 1 move.
Self-explanatory but I need help understanding the bold parts, please.

#2: Paper Needle Shooting - The user is able to load the Fugu with any paper bomb, and then shoot them. The paper will automatically curl into thread needles. This is considered an E rank technique, costing 5 chakra and dealing 10 damage points of explosive power (in case of a default paper bomb) or otherwise dealing the stated effects of the tag. The user is able to shoot up to 10 paper needles, all costing 5 chakra, in a single usage. Can only be used once every three turns. This is usable with explosive tags, not other paper-inscribed Fuuin techniques..
Self-explanatory but I'll explain if you'd like.

#3: Needle Cannon Shooting - It is considered an alternative method of shooting any stored needles. The Fugu dilates slightly, shooting simultaneously, or fusing together, all the needles materialized in a single technique, and shoot them out with the full damage points dealt in a single bullet. The cannon needle shoots out with a loud pop, and creates air circles surrounding the needle path, which push anything deviated from it's path and punch the actual target with great power. The substance/element used to create the needles augments the air circles and the punching force. In essence, it's a big cylinder of an element, created by merging all the needles created with that element, stored inside the Fugu. The rank and damage of the default cannon bullet is set at B rank, 5 normal needles (costs 20 chakra, gives 40 damage points), or simply the full rank, chakra cost and damage points of the materialization techniques, specifically #5, A rank 60 damage points, #6 A rank 60 damage points and #7 S rank 80 damage points. It requires all the needles materialized, if any is missing, the cannon can't be shot. With #2, it can only shoot 4 needles at once equivalent to 40 chakra, 80 damage. Can only be used once every 3 turns. Clarification, this is merely an alternative way of shooting stored needles, which are loaded or materialized through the means specified in the description of Fugu. As such, it doesn't allow mix usages, with different elements or needles, and serves simply as a way to deploy the full power of the materialization technique into a single "needle", instead of dividing the power evenly through all the needles separately.

#4: Remote Sharp-Shooting - With one handseal, at any range, the user is able to make the Fugu shoot any stored needles inside it. It will quickly adjust itself and shoot the needles up to short range from the stick against the closest chakra-being (in case the user has no other target's location in mind). It requires a chakra cost of 15, equivalent to a C rank and counts as a move. The same can be done non-chakra costly and without handseals by simply being in direct contact with the Fugu. The needles/mist will be shot in a straight line. Counts as a move, except in the turn of materialization.
Explain please. I get the part about the needle seeking out the nearest being with chakra (if the target isn't chosen) at close range with one hand seal.


#5: Basic Needle Materialization - The user will pour chakra into the Fugu, creating 6 thread needles, of any of the Basic Elements or Simply raw Chakra, which can then be blown out at great accuracy and speed. After creating the needles, the user can shoot them right away or keep them within the Fugu for later uses. This can be used once every two turns, in which case, if there are still needles stored, they will be erased and replaced by the new set. It is the equivalent to an A rank jutsu (30 chakra cost, 5 per Needle). Depending on the substance, the needles will be faster, stronger or sharper, as well as having any special properties that the element entails (Short-Paralysis for Lightning, Burning Wounds for Fire, Mineralization of the Tissues for Earth, Shredding Wounds for Wind and Swelling of the small Canals for Water). Counts as a jutsu towards the jutsu count
Need you to explain when the 6 stored chakra needles get replaced by the "new set". If they aren't all used by the two turns, does that determine a new set? And can they all be shot with one blow? I understand the elemental effects and chakra cost per needle.

#6: Thieving Needle Materialization - The user will pour a sample of any given substance into the Fugu, creating 3 thread needles, which can then be blown out at great accuracy and speed. After creating the needles, the user can shoot them right away or keep them within the Fugu for later uses. This can only be used once every 3 turns, in which case, if there are still needles stored, they will be erased and replaced by the new set. It is the equivalent to an A rank jutsu (30 chakra cost, 10 per Needle). Any substance can be fed to the Fugu, requiring direct contact with it. After the Fugu memorizes the substance (Opponent's Elements, Natural Occurring Substances, Etc), it will create needles with any special property that substance entails (Quartz from the ground, Venom from an animal, Keratin from an insect, etc). The act of sampling a jutsu it's not equivalent to blocking or hindering the jutsu in any way, thus, it needs to be blocked by any other means. Not only that but the memorization is not permanent and serves only during the battle it's set, or the or the current RP event. Counts as a jutsu towards the jutsu count
I quite understand this. The Fugu may shoot any physically touched substance in the form of a needle (ex. the example materials stated) but this obviously doesn't mean it absorbs a technique. For example, there is a lingering crystal technique nearby. I touch it with the Fugu for it's sample, it materializes it and it can be shot. Correct? This doesn't last forever but rather for the entirety of a battle/event. And not after the fact. Only able to materialize samples every three turns and all stored needles revert to the sampled substance, element, etc. And after the three turns are up, the needles are restored to chakra needles/needles(?).

#7: Advanced Needle Materialization - The user will pour chakra into the Fugu, creating 4 thread needles, of any of the Advanced Elements the user has or a different substance the user is capable of creating, which can then be blown out at great accuracy and speed. After creating the needles, the user can shoot them right away or keep them within the Fugu for later uses. This can be used once every three turns, in which case, if there are still needles stored, they will be erased and replaced by the new set. It is the equivalent to an S rank jutsu (40 chakra cost, 10 per Needle). Regarding Advanced/Custom Elements, the needles will take form using the most basic/main form of the element (Lava will be Molten Rock, not Rubber, etc), and gain any special properties the element entails. For different substances, the user must have created it in the field before hand although it does not require contact with source, like the thieving method. The creation of this method can be done remotely, up to mid range, with one handseal. Counts as a jutsu towards the jutsu count
Again, pretty straightforward but instead with basic five, the advance materialization have to do with CE, elemental KKG, etc.

#8: Alternative Summoning Technique - The user is able to run blood through the fugu stick, and then blow through it. This will create a chakra needle similar in strength and speed to a normal senbon shot through the Fugu, that can be shoot up to long-range. When it contacts with a surface, it will summon an animal of the user's contract on the location. This is an alternative summoning technique, with no chakra cost or damage increase, as such, it requires the user to still post the actual summoning technique, even if it's deployment is different, and that one will still abide to the normal summoning rules. The blood smearing step is obligatory, so, any secondary ability of the Fugu will have to encompass it, such as #4, prior to the loss of physical contact with the Fugu.
Definitely self-explanatory and amazing.

#9: Density and Height Manipulation - The user is able to change the density and height of the Fugu stick at will, allowing the user to wield the Fugu like a staff, or for greater accuracy. Smaller changes such as a few cm to 2 meters, or any humanely bearable weight will not require the usage of noticeable chakra through the course of a match. Anything higher/longer (never more than the equivalent of Short-Mid range) or 5 tons will be the equivalent of an A rank, 30 chakra points, counting towards the jutsu count.

#10: Spikes Manifestation - The user is able to consciously induce the Fugu's inherited defense mechanism, creating spikes across the Fugu stick, for added damage. It costs 15 chakra, equivalent to a C rank. This can be done through direct contact or remotely with 1 handseal, up to mid-range and counts as a technique from the technique count. Likewise, it can soothe, passively, the inherit defense mechanism, allowing the user to touch or hit a target with the Fugu without manifesting spikes, for a cleaner and more fluid strike
Only question about this that I have is that if you use the Fugu as a CQC weapon, the spikes are for that specific purpose at that time, correct? To cause more harm?

#11: Damage Deflection - The fugu stick is an S rank Weapon, with no inherited elemental weaknesses or strengths. It does not conduce lightning, is not affected by corrosion, and retains a normal temperature, thus cannot be affected by S rank attacks. The user is able to spin the stick, creating a shield with the same characteristics, which incorporates a chakra layer that protects the hands of the user. Afterwards, the centrifugal forces of the shield disperse the attack harmlessly, or shift the weight and momentum of the attack to deflect it. It can only protect against 1 A rank per turn, in which case it requires 2 turn cool down to be used again, otherwise simply 1 turn suffices. Counts as a jutsu. This is just in regard of a total shield, in which the user needs to protect the hand weilding the Fugu, otherwise it is done passively, mostly against blunt or sharp attacks, and taijutsu, like a normal, resilient staff, and is restricted by the user's own mastery and strength. An S ranked technique can be blocked once, deflecting half the damage, but neutralizing the Fugu for the remainder of the battle and RP event. When using the shield, the user must be aware of weight and size of the attack, and move accordingly, sometimes, even an A rank attack must be deflected instead of blocked, only to miss the wielder's body slightly

Note: Once shot, be it 1 or a multitude of needles, it will always count as one move, with the exception of #1, or in the initial turn of materialization, as in, the very first turn where the user spends chakra to summon the needles, shooting them right away spend only 1 jutsu, rather than 2. The fugu can only have one type of needles inside it at each time. He can only memorize one substance/advanced element at any given point and will "forget them" once the battle or the current RP event ends.
Only need to know the amount of techniques it takes up and why. I understand everything else as explained in some of the previous notes.

Alright so, there's a difference between Chakra Materialized Needles and Normal Needles. You can pick a normal needle, an actual object/weapon, put it inside the Fugu and shoot it out, at greater speed than normal blowguns. Materialized Needles will always be faster, though, as they cost chakra. The Fugu itself is just a stick that can shoot needles. It can, though, create needles if you put chakra there. These chakra needles are sometimes refered to as Materialized Needles. The turn of materialization is simply the turn where you decided to create the needles and store them on the Fugu. You don't have to shoot the needles right away, you can shoot them at any point in the turn, or at any turn afterwards, as long as you still have needles stored inside the Fugu.

The following are technical restrictions:

1. When you use any of the techniques to create Needles ( Basic Needles, Elemental Needles, Advanced Needles, etc ) you spend chakra and it counts as a move towards the jutsu count.

2. If you choose to shoot them in the same turn, you can shoot how many needles you'd like ( up to a maximum of the number of needles you created ), and they won't cost chakra nor count as a jutsu per turn.

3. If you choose to shoot them in following turns, you will not spend chakra, but it will count as 1 jutsu for the turn. You can shoot how many needles you'd like. You can even shoot a needle, use a jutsu, then shoot another needle. it will only count as 1 jutsu in the turn.

In essence, you only spend chakra when creating needles, not when shooting needles ( safe some exeptions ) and any application of the Fugu will only count as 1 move per turn, regardless of when or how many times you use the applications. ( safe some exceptions )

It's cool. It's basic really. You can load 10 needles, you spend 5 chakra per each, each is 10 damage points. Maximum chakra is 50, maximum damage is 100 per usage. Needles are usually shot one by one, even if you do blow them in a fast succession. ( safe some exceptions, like the canon method )

As I explained, in order to store needles into the Fugu you have to either load it manually ( insert paper tags, insert normal needles, etc ) or infuse it which chakra, materializing needles. Each time you do this, there are specific rules for it. Each of these Materializations have a chakra cost attached, as well as a rank, damage points, and a maximum number of needles. The Fugu can only have one kind of needles in it's storage, and the number of needles it can have per kind is described in each of these techniques. Now, as I said before, you always shoot the needles in a succession, be it when you use chakra to shoot them or when you blow through the Fugu. This means 1 by 1, regardless of how fast you actually shoot them.

This Canon Method allows you to dilate the Fugu a bit, and, at once, shoot ALL the stored needles. Instead of dividing the rank and chakra cost of each needle, it's almost like you're shooting one large needle/bullet with the combined power of the method you used to create it. Imagine you have a B rank Fire Materialization, you spend 20 chakra, but you have to create 4 needles. Each needle has only 5 chakra worth, and, thus 10 damage. So each can only stand up to D ranks of weak elements. With Canon, you can simply shoot a B rank bullet, which works against A ranks of the weak element. The ranks of the Bullets is relying on the method you use to create the bullets/load the Fugu, and is fully described here.

For aestethical purposes, the big bullet ripples the element it is composed of around it. Like the sound booms, creating rings around objects moving faster than the speed of sound, it's the same but slower and made of elements.

This is detailed another alternative method of shooting the needles. The Normal method is shooting each one, individually, by blowing through the Fugu. The second alternative method is dilating the fugu and shooting them all at once like a bullet. Third alternative method is without using your mouth:

1. Imagine you are touching the Fugu stick. You can simply point it towards your opponent and it will shoot the needles at your will. No additional chakra cost, no handseal.

2. Imagine you are not touching the Fugu. You make one handseal and spend 15 chakra. This will prompt the fugu to direct itself wherever you want it to go, and shoot as many needles as you'd like.

As I said, any application of the Fugu only spends one 1 move in the jutsu count. You can Materialize Needles and Shoot them Remotely (Without Blowing through the Fugu), however many needles you'd like, and it will not take more than 1 move in the turn. You can't Materialize 2 sets of needles at once: you can't materialize one set, shoot them all, and then materialize another set, and have it count as just 1 jutsu. You may do this, but it will count as another jutsu (and two different sets can't ever cohexist inside the Fugu). So, you can create Fire Needles (basic method), shoot them all, create Venom needles (thieving method), shoot them all and then create Decay Needles (advanced method) and shoot them all. This will count as 3 jutsu (meaning you can't use any other jutsu )

The two turns are just a restriction. You can't create a Fire Needle Set, shoot them all and then create another Fire Set or a Water set, etc. You have to wait 2 turns before you can materialize Basic Needles again. You may shoot all of the needles in the same turn, you may choose to shoot them across the 2 turns, you can choose to shoot them across 5 or 10 turns. You just can't Materialize more needles before the 2 turns pass.

After the two turns, if you still haven't shoot all the needles, you can decide to just keep them, to shoot them another time, or you can delete them, and materialize a different set of needles ( Basic or anything else). Two different Needle sets can't cohexist inside the Fugu, but they can cohexist within the same turn (if you use different methods). This stands for everything else, if you choose another Method, or even the same one, the needles don't stack: The previous needles get erased and new ones appear.

All correct, except the last part. You can select a substance (be it other elements, chemicals, biological matter, stuff that is mixed within other stuff, etc), sample it, and the Fugu will create needles of it. After the 3 turns are up, you have the chance to sample a different or the same substance (you don't have to). If you do, the previous needles get erased, and the new ones will appear.

Yeah. If you possess it, you can create needles of it ( Any elements you have (CE, like Decay, Perfume, etc, Advanced Elements like Wood, Scorch, etc, special elements like ink, coral, etc ) and the needles will be the most basic version of the element. if you want somethign more specific, you have to summon the substance, and then the Fugu will automatically create needles for it (no need to sample them ), like, for example, I have Lava, which allows me to create Quicklime. If I don't summon the quicklime, the needles will be simple lava. If I summon the quicklime, the needles can be either lava or quicklime. This also stands for elements/substances your own summons can create, so Venom, Toxins, Oil, Mucus, etc, they can all be made needles without sampling. If there's a basic form of venom, substance, you can just create needles of it, if there are special forms of it, you have to have it on the field.

So, for Raw, no pre-requisite.
For specifics, you have to use a jutsu and create the substance in the field.

Okay, these are the applications that are apart from the Materialization/Shoot jutsu count. If you use them as CQC by either making spikes, growing it past the limits etc, it counts as the CQC jutsu count, and is different. If you choose to shoot a needle and then create spikes and hit someone with it, it counts as 2 jutsu. if you choose to grow it past the limit and create spikes and hit someone with it, they're all just 1 jutsu. CQC vs Shoot, each of the applications that belong to either one count as just 1 jutsu, even if you use multiple of them. At mx, a full usage of the Fugu will only cost 2 jutsu.

For the spikes / non-spikes, yeah, it's for CQC, make it more harmfull.



Explain.

The Fugu is impervious to any S rank, regardless of what the S rank is. But, if you allow it to get hit by an S rank, it gets neutralized for the rest of the battle (you can't use it anymore). It just doesn't destroy it. You can destroy the fugu with a Forbidden jutsu.

Now, that's all passive. Actively, you make spin the Fugu around, and that will create a chakra shield, This chakra shield can protect you against A rank jutsu of any element. If you do use it against A rank, it can defend one jutsu every three turns (thus you defend and then you wait 2 turns to defend again ), if you use it against B rank and lower, it can only defend one jutsu every 2 turns ( thus you defend and then wait 1 turn to defend again.
You try to defend agaisnt 1 S rank, it works poorly (half the damage), but you can never use the Fugu again in the same match. If you try to defend 1 forbidden jutsu, it doesn't work, the fugu gets destroy and you take damage (even if it does weaken it a little bit)

Everything else is just embelishment. You can spin the fugu and you don't have to worry about the jutsu hitting your hands (because there's a chakra shield). If there's a huge boulder being thrown against you, you can block it, but it still has momentum, so you have to deflect it instead of countering it head on ( you don't have the strength to do it ). Deflecting is not only easier, but the technique itself is made specificically to deflect, so any solid should be deflected and any energy can be countered directly, somewhat.
