Hiruzen was the best of all, a god shinobi that really loved his students ,always talking with them and teaching them the will of fire!!. However yes, Jiraiya its a fine example as well xDD

Second to Pervy sage in regards to top sensei would have to be Hiruzen Sarutobi:

-Pervy Sage -Tsunade -Oro -And Hiruko (Chimera tech user From Naruto shippuden 3 movie)

Kakashi and Minato are exactly alike in regards to being a good sensei.

I love Kakashi but he isn't that great a Sensei. His first time being team captain he lost his teammate, then later on he supposedly killed the other one. Then as leader of Team 7, he couldnt keep his team together. He can't control Naruto (for the best IMO), Sasuke has gone rogue and Sakura is far far far far far outmatch by the other two.

Jiraiya trained the Ame Orphans, Minato and Naruto. If we consider the Sensei-Student relationship like a Parent-Child relationship and drew a tree. So many of the top shinobi can be traced back to Jiraiya. (Please don't come and say that they can be traced back to his Sensei and his Sensei's Sensei etc.)
